We are seeking a highly experienced Lead Program Manager (eCRAFT Labor Category: Program/Project Manager III) to provide management and technical support for the Fleet New Acquisition and Sustainment Logistics Services in support of the U.S. Navy’s Integrated Logistics Engineering, Readiness and Training Division (31). The successful candidate will oversee logistics, supply support, and program management activities related to the DLA-339 and ESRS processes, supporting the Navy's fleet maintenance and lifecycle operations.
Key Responsibilities:
- Lead the development, update, maintenance, and delivery of logistics technical data to support U.S. Navy ship systems and equipment, specifically focusing on DLA-339 and NAVSUP ESRS tickets.
- Provide management oversight of logistics support services, including technical data systems development, configuration management, and trouble ticket resolution (Remedy Tracking).
- Coordinate and integrate efforts with DLA, NAVSUP, ISEA, NAVSEA, and SYSCOMS to resolve technical and logistical issues affecting shipboard and shore-side systems.
- Develop and execute technical data packages and provide reverse engineering support for obsolete components, including design, testing, validation, and fabrication of replacements.
- Assist in researching, developing, and providing technical data packages for issue resolution, ensuring compliance with the Navy’s lifecycle planning and budget processes.
- Conduct Environmental Qualification Testing (EQT) for components to ensure shipboard compatibility.
- Manage project tracking, ensuring alignment with schedule, budget, and scope for all DLA-339 and ESRS-related tasks, and deliver regular performance metrics and reports.
- Lead and participate in working group meetings, training sessions, and strategy development for fleet and logistics support processes.
- Education: Bachelor’s degree in Engineering or Business from an accredited university.
- Experience:
- Fifteen (15) years’ experience managing Government contracts and/or task orders of a similar nature and complexity; to include five (5) years’ experience managing the development, update, maintenance, and delivery of logistics technical data for United States Navy ships’ systems.
- Preference will be given to candidates with experience in contract management, budgeting, scheduling, planning, and estimating.
- An understanding of the Navy and/or DoD lifecycle planning and budget processes is preferred.
- Preference will also be given to candidates with experience in the application of Model-Based Product Support (MBPS).
- Strong understanding of DLA and NAVSUP programs, Stock System management, and technical coding related to APL/AEL, NSN, NIIN, and CAGE codes.
- Proven ability to handle technical support, reverse engineering, and logistics problem-solving for U.S. Navy systems and equipment.
- Experience with developing technical data packages, including engineering change proposals, and logistics documentation updates.
- In-depth knowledge of DLA-339, NAVSUP ESRS, ISEA, and other relevant Navy logistics systems.
- Experience in DMSMS (Diminishing Manufacturing Sources and Material Shortages) and obsolescence management.
- Familiarity with MIL-STD-901E, MIL-STD-167-1A, and MIL-STD-461F for environmental qualification testing.
- Expertise in System Provisioning Support and lifecycle maintenance for HM&E (Hull, Mechanical, and Electrical) systems.
- Work on an impactful government contract supporting the U.S. Navy and DLA.
- Be a key player in shaping the future of logistics and technical support for fleet systems.
