Program Overview:
This position supports U.S. Customs and Border Protection (CBP) Air and Marine Operations (AMO) under the Department of Homeland Security (DHS). The Program Manager (PM) will oversee all aspects of the program, ensuring the continued operational effectiveness of CBP's aircraft systems, communications, and support equipment, including P-3 AEW, LRT aircraft, DHC-8, and MEA systems. The Program Manager will manage all technical, administrative, and financial aspects of the contract, ensuring timely and efficient service delivery.

Program Overview:

The Program Manager (PM) will oversee all aspects of the program, ensuring the continued operational effectiveness of CBP's aircraft systems, communications, and support equipment, including P-3 AEW, LRT aircraft, DHC-8, and MEA systems. The Program Manager will manage all technical, administrative, and financial aspects of the contract, ensuring timely and efficient service delivery.
Key Responsibilities:
- Project Management: Oversee all aspects of the program, including technical performance, contract compliance, administrative duties, and financial management.
- Personnel Supervision: Manage and supervise all contractor personnel, ensuring that they perform tasks efficiently and effectively in line with contractual requirements.
- Technical Oversight: Provide guidance and oversight for engineering, technical, and logistical support services for CBP P-3 AEW, LRT aircraft, DHC-8, and MEA systems.
- Quality Control: Ensure that all deliverables, including repair/modification work, system upgrades, software reprogramming, and support documentation, meet CBP’s stringent requirements and high-quality standards.
- Contract Administration: Collaborate with stakeholders to ensure timely reporting, resource management, and compliance with all contractual obligations.
- Collaboration and Communication: Serve as the main point of contact between the contractor and CBP, fostering strong relationships and ensuring all needs are met effectively.
- Logistics and Support: Manage the logistics of satellite communications (SATCOM), avionics systems, and equipment support for AMO operations in a dynamic, high-stakes environment.
- Security Clearance: Must hold an active Secret clearance.
- Education: Bachelors Degree
- Experience:
- Technical Experience: A minimum of 4 years of technical education or equivalent experience in engineering or a related field.
- Professional Experience: At least 10 years of experience in a similar program management role, or equivalent military experience.
- Leadership Skills: Proven ability to lead and manage cross-functional teams, including supervising personnel and ensuring performance metrics are met.
- Communication Skills: Excellent verbal and written communication skills to liaise with senior management, contractors, and CBP personnel.
- Prior experience working with U.S. Customs and Border Protection (CBP) or similar federal agencies.
- Familiarity with P-3 AEW, LRT aircraft, and DHC-8 and MEA equipment.
- Knowledge of satellite communication systems and Portable SATCOM (PSC-5D) radios.
- Understanding of the operational environment for airborne law enforcement support.
