The Contractor shall provide a RF Engineer / In-Building Wireless Consultant with at least five years of experience working in operational public safety communications systems The RF Engineering Consultant will be responsible for working with LMR radios, software, and programs. In addition, the RF Engineering Consultant will also be responsible for the design, testing, and implementation of Distributed Antenna Systems (DAS) that support FirstNet and P25 public safety radio communications.
The RF Engineering Consultant will perform technical work in the field of Land Mobile Radio (LMR) and wireless communications system engineering, design, testing, and implementation. The consultant will be responsible for program review, compliance with licensing regulations, requirements gathering, design review, change management, and final acceptance of wireless systems. Duties will include testing and acceptance of DAS systems, FCC licensing support, and radio system coverage testing to include antennas, link budget, and working with equipment vendors to implement feature upgrades. Furthermore, the consultant will conduct short and long-term planning to meet current and future communications requirements. The consultant will also be responsible for performing hardware / software analysis to provide comparative data of performance characteristics and suitability within the existing systems environment.
Day to Day Tasks:
- Support various capital project tasks associated with radio system infrastructure, subscriber radio deployment, DAS systems performance monitoring and interference resolution, and the testing and acceptance of OUC projects associated with DAS and radio systems infrastructure
- Develop criteria for approval of In-Building Wireless (IBW) proposals and applications.
- Review and approve IBW proposals for compliance
- Review existing guidelines for IBW
- Update requirements for IBW systems implementation and support when applicable
- Perform field surveys of new and existing BDA installations
- Troubleshoot IBW network interference on the Public Safety Radio System
- Investigate IBW network coverage issues
- Support / complete agency radio programming requests
- Manage / coordinate encryption and OTAR upgrades
- Develop radio training material for internal and external users
- Develop technical guidelines for radio use
- Maintain and calibrate Motorola P25 subscriber radios
- Support OUC radio operations

Minimum Education/Certification Requirements :
Bachelor's degree in Engineering, Information Technology or related field or equivalent experience
Certification in related areas (e.g., NICET) is a plus.
