BACKGROUND :

The U.S. Agency for International Development (USAID) is at the forefront of the U.S. Government (USG) response in the fight against HIV and AIDS. USAID is a key partner in the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and works closely with other USG agencies on this initiative in 36 countries. In the Bureau for Global Health (GH), the Office of HIV and AIDS (GH / OHA) has primary responsibility for the Agency's HIV and AIDS program, and provides strategic direction, technical leadership, and support to field programs in HIV and AIDS. The Office provides input to decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring, and evaluating programs. This entails ensuring the technical integrity of Agency and Mission strategies; providing global technical leadership on the full range of issues related to HIV and AIDS prevention, care, and treatment, and monitoring and reporting on the impact of the Agency's HIV and AIDS program.

The OHA Division of Prevention, Care and Treatment (PCT) provides technical leadership and support to missions in effectively planning, implementing, and monitoring care and treatment services to achieve HIV epidemic control. The consultant will work closely with and receive technical guidance from OHA Branch and Division Chiefs as his / her USAID Point of Contact (POC). The consultant will work with the OHA Division of Prevention, Care and Treatment, Pediatric and Maternal Clinical Branch (PMB).

DUTIES AND RESPONSIBILITIES, include but are not limited to :

  • With a focus on maternal, pediatric and adolescent continuity of treatment (CoT), viral load coverage (VLC), Viral suppression (VS) remediation, analyze, synthesize, and interpret program data to identify IPs and OUs needing deep technical assistance (TA).
  • Analyze related program data, create visualizations for reports / presentations, and collect data-driven best practices promoting scale-up of CoT and VLC / VS
  • Establish CoT and VLC / VS-specific TA plan across key implementing partners (IPs) and operating units (OUs)
  • Within OHA and interagency working groups, develop CoT and VLC / VS guidance to address emerging issues in USAID programming and the HIV clinical continuum.
  • Develop / adapt / modify curricula, tools, standard operating procedures (SOPs), job aids for clinical and community level.
  • Through OHA structures, Mission teams, and AORs support implementation of the TA plan.
  • Engage with 1-2 priority OUs.
  • Provide coordination and technical support to the Pediatric and Adolescent Cluster (PAC), Nursing Leadership Initiative, and other CoT and VLS-related working groups.
  • Support PAC meetings, PAC communications, PAC data reviews and cluster tracking tools.
  • Support development, implementation and guidance for the Nursing Leadership Initiative.
  • Coordinate PMB CoT and VL / EID Technical Unit (TU) activities, data reviews and country support and monitor action items for follow up.
  • Coordinate the OHA clinical-lab cluster meetings and peds-related actions including data review to support country and HQ activities, and monitor action items for follow up.

KEY DELIVERABLES : ( SMART - tangible outcomes

Deep dive data sets (global USAID and by country) per quarter looking at CoT and VLC / VS indicators and trends, from validation, analysis and slide preparation for Q3 (2024), April-June 2024, and Q4 (2024) July-Sept 2024

Internal USG / USAID support of country data analytics or other technical documents related to the above. Peds and PMTCT program objectives, as directed by USAID / OHA

Development / refinement of relevant curricula, tools, SOPs, job aides within various internal USG / USAID and interagency cohort structures intended for use at the clinical and community level

Submission of quarterly and ongoing VL and CoT TUs activity status updates in TU trackers an updates as needed by USG, OHA, Division and Branch leadership

  • Develop abstract(s) on relevant topic(s) for submission to a pediatric / PVT-relevant HIV conference
  • KNOWLEDGE SKILLS, EDUCATION and / or EXPERIENCE :

    Required :

  • A Master's degree or higher in public health or related field
  • Experience with HIV and AIDS programming at the international level.
  • Demonstrated experience in managing multiple projects, competing priorities, and deadlines.
  • Strong data analysis and analytic skills
  • Strong written and verbal communication skills
  • Expertise in Microsoft Office (especially in Excel) and Google Workspace (Docs, Sheets, Meet, etc.)
  • Preferred :

  • Knowledge of and familiarity with programming affecting younger populations, mothers, children and / or adolescents, orphans and vulnerable children, including current programming standards, ongoing HIV prevention and treatment initiatives and relevant organizations working to achieve HIV epidemic control preferred.
  • Experience working in cross-cultural environments
