Description
SCOPE OF WORK
The Department of Energy (DOE) Hanford Site requires general support services for the Assistant Manager for Waste Treatment and Immobilization Plant (AMWTP). AMWTP requests one (1) full-time equivalent (FTE) (1920 labor hours) general support contractor(s) to provide support in the following areas :
- Provide oversight and technical advice for contractor efforts to startup and commission the WTP Low-Activity Waste Vitrification Facility and supporting systems / facilities. This oversight will be though assessments, surveillance, design reviews and other oversight functions to ensure compliance with established criteria, sound engineering principles, and professional practices.
- Coordinate oversight with multiple organizations and disciplines to ensure operability, quality, and safety of systems and components.
- Communicate status of startup and commissioning WTP project activities and brief management on technical issues, options for resolution, and facilitate decision making.
- Provide expert technical advice and consultation in the field of startup, commissioning and readiness to a multidisciplinary group of professional and technical personnel engaged in carrying out the WTP project.
- Be responsible for making critical assessments and decisions as to the nature of technical problems, program requirements, and risks encountered in the startup and commissioning of the WTP. This work requires comprehensive, professional knowledge of several disciplines of engineering.
- Perform technical review of contractors engaged in startup, commissioning and readiness for adequacy and reliability; ensure compliance with established criteria and sound engineering principles; and identify omissions, discrepancies, inadequacies, and nonconformance with approved criteria.
- Consult with engineers in other organization units, private firms, DOE Headquarters, regulators, and stakeholders to assist in identification and resolution of conflicts and recommend corrective action to prevent delays and facilitate completion of work.
- Assessment report writing and technical writing.
- Oversight, coordination, and review of commissioning technical activities including :
o System, Structure and Component functional requirements.
o Safety, risk reduction, and reliability designs.
o Test instructions.
o Work execution in the field.
o Process and procedure compliance; and
Fulfillment of technical test requirements.
o Performing technical reviews of startup / commissioning engineering activities for adequacy and reliability.
o Ensuring compliance with established criteria and sound engineering principles; and
o Identifying omissions, discrepancies, inadequacies, and nonconformance with approved criteria.
Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Contractor shall ensure that duties are performed in a competent and professional manner. The Contractor employee shall submit a weekly report to the technical monitor addressing work accomplished, and deliverable progress.

MINIMUM QUALIFICATIONS REQUIRED
Contractor personnel shall possess the following minimum qualifications :
PREFERRED EXPERIENCE
o Hanford General Employee Training (HGET)
o WTP Site access
o WTP site qualifications
o Computerized Maintenance Management System.
o Smart Plant Foundation and Smart Plant for Operations.
o WTP site qualifications including LO / TO if necessary; and
o Radworker training at a level to allow full facility access once it is required.

LOCATION
Work shall be conducted at the Department of Energy government offices, The Hanford Site, and Richland, WA. This position may be telework eligible at the discretion of the Technical Monitor (TM) in consultation with the Contracting Officer (CO). If in-person support is identified as required for any reason and for any length of time by the TM or CO, the contractor shall report for duty in-person as requested.
