MINIMUM QUALIFICATIONS REQUIRED
Contractor Personnel Shall Possess The Following Minimum Qualifications
Work shall be conducted at the Department of Energy government offices, The Hanford Site, and Richland, WA. This position may be telework eligible at the discretion of the Technical Monitor (TM) in consultation with the Contracting Officer (CO). If this position is identified as telework eligible, there will be a 30-day waiting period in which 100% in-office support will be expected. Only the CO can waive the 30-day waiting period requirement. If in-person support is identified as required for any reason and for any length of time by the TM or CO, the contractor shall report for duty in-person as requested.

- Provide oversight support to external and internal auditing for safety and non-safety software efforts (perform as a qualified auditor in QAD independent audits, or surveillances).
- Overall, assist ORP in its efforts to manage and oversee the Projects in accordance with DOE Orders, Hanford procedures, and the ORP Quality Assurance Program Description in respect to software.
- Support by providing quality related oversight functions (perform as an oversight team member lead) to Federal Project Directors in their efforts to address performance issues and verify completion of facility milestones for software activities.
- Conduct reviews of Contractor actions to address DOE Inspector General (OIG) Recommendations for software issues.
- Conduct effectiveness reviews of Contractor actions and OIG Recommendations for software issues.
- Review and comment on new and revised QAD procedures and oversight reports to ensure the documents are of high technical quality.
- Review causal analysis and actions taken to prevent the recurrence for software conditions adverse to quality.
- Utilize excellent writing and communication skills in all interactions.
Requirements
MINIMUM QUALIFICATIONS REQUIRED
Contractor Personnel Shall Possess The Following Minimum Qualifications
- Education – BS/BA degree in engineering, science, technology, or business management.
- Experience – Nine (9) years of directly applicable successful experience as a management consultant or senior manager interfacing and working with organizational
- Highly experienced in Safety Quality Assurance (SQA) requirements as codified in Government Agencies Regulations and Orders, to ensure for safety and non-safety software engineering processes and methods meet established quality standards.
- Highly experienced in Safety and non-Safety Software QA Programs implementation
- Excellent written and oral communication skills.
- Demonstrate familiarity or relevant experience or ability to perform under Hanford or other government agency procedures
- Minimum of 10 years of experience in software quality assurance program implementation and oversight.
- Demonstrated experience with software quality assurance orders, guidance, consensus standards, and common industry practices.
- Working level knowledge of Hanford Site mission, activities and priorities.
- Working level knowledge of DOE Hanford processes and procedures.
- Working level knowledge of DOE’s program management practices, policies, and procedures.
- Working level knowledge of Hanford’s Quality Assurance programs.
- American Society for Quality (ASQ) Certified Software Quality Engineer (CSQE) or equivalent.
- Familiarity with or ability to learn/use other technology management tools employed at Hanford.
- Excellent communication responsiveness and customer service skills.
- Proficiency in Microsoft 365.
- Excellent knowledge of MS Word and Excel.
- Non-Disclosure/Conflict of Interest form signed by both the general support contractor and authorized contractor representative must be submitted to procurement before any work/support can start.
- Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.
- Compliance with site specific safety and security requirements, including badging and office protocols.
