Construction Management Representative (CMR)

Description

The construction management representative will have demonstrated experience with a software program for processing, sharing and storing Submittals and RFIs and other project documentation that requires date/time stamp uploads, track workflows, auto-notify reviewers via email, and record/log all reviews and their associated comments, approvals or disapprovals, such as “Project Team”.  

Technical knowledge and abilities such as:  

a. Ability to read, interpret and understand the Construction Contract, Plans and Specifications.  

b. Have knowledge of similar construction work so that the CMR can observe, document and confirm conformance to the contract, plans and specifications.  

c. Have completed the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training. knowledge in construction practices including applicable building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections, ability to inspect mock-ups.

d. The ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level.  The ability to define and document scope changes either required by the owner or a result of a differing site condition.  The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit.  Ability to read and interpret the construction schedule to evaluate and document progress.  Ability to evaluate payment requests as they relate to percentages/dollars/activities – services received by the Government that can be paid for.

Requirements

1. Construction Management Degree, Engineering Degree, and/or 15 years relevant experience will be rated more favorably.  

a. Include in resume all certifications related to construction practices and materials including safety certifications.

2. Knowledge of and experience with construction practices directly related to: 

a. installation and demolition of asphalt, 

b. installation and demolition of concrete, 

c. site work, 

d. fine earth grading, 

e. drainage infrastructure, 

f. electrical, 

g. plumbing, 

h. welding, 

i. protection of historic masonry and installation of new masonry, 

j. landscape including plant salvage and replanting, 

k. hardscape, and 

l. experience working with historic resources.

3. Management and coordination experience with overseeing multiple contractors/sub-contractors with overlapping responsibilities. 

4. Knowledge and experience with ecologically sensitive projects including salvage and installation of protected plants, and erosion and sedimentation controls. 

5. Proven people skills: ability to represent the interests of the government in a professional manner and ensure quality of work while maintaining good relationships with contractor as well as park staff. 

6. Experience with an on-line construction management software.

7. 3 project, preferably with construction contract value between $5M-$10M.
