Struction Solutions, LLC is seeking an experienced Program Controls Managerto oversee project controls functions, including scheduling, cost control, datamanagement, and reporting. The ideal candidate will bring expertise in projectcontrols methodologies, tools, and best practices, ensuring accurate programdata analysis and efficient decision-making processes.Key Responsibilities : Lead and manage a team of project controls professionals responsible for program scheduling, cost control, data management, and reporting. Develop and implement project controls initiatives, tools, and procedures to align with industry best practices. Perform detailed hands-on analysis and validation of program and project data to ensure accuracy and reasonableness. Train and mentor staff on program controls procedures, methodologies, and best practices. Oversee workload assignments for controls personnel, ensuring efficient task distribution. Engage with agency stakeholders and ensure timely follow-up on project-related matters. Organize program and project-level data to enable accurate and timely reporting. Assist in the development of the Strategic Execution Plan (SEP) to align with program goals. Provide insights and recommendations to senior management for informed decision-making. Monitor project budgets, schedules, and scopes, ensuring transparency and risk mitigation. Oversee job cost processes as they relate to the bond program. Review and validate proposed project budget and scope changes, ensuring proper documentation and justification. Develop performance metrics and reports to improve project execution efficiency. Train program controls staff and relevant department staff on policies, procedures, tools, and best practices. Ensure standardized budget forecasting methods and project execution procedures across all operational branches. Provide support for internal and external audits as required.Required Qualifications : Experience : 10 years of experience in Project Controls, including planning, estimating, forecasting, cost control, schedule control, and project reporting. 8 years as a Project Controls Manager in a government agency, focusing on building or infrastructure engineering and construction projects. Experience with state-of-the-art project control tools, such as : Oracle Primavera Contract Manager Unifier Expedition Timberline Gold Job Cost & Accounting System Similar project management software Education : Bachelor's degree in Engineering, Construction Management, Finance, or Accounting from an accredited college or university. Candidates without the required degree may substitute additional experience on a year-for-year basis.Skills & Competencies : High proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook). Excellent written and verbal communication skills. Strong organizational and planning skills. Ability to establish and maintain efficient working relationships with project teams and department staff.
