STV is seeking an Environmental Permitting/Natural Resources Director for the Transportation Group in Raleigh, NC.
Position Overview:
The Environmental Permitting/Natural Resources Director position emphasizes team leadership, project management, business development, and client engagement. The director serves as a strategic leader, coordinating multidisciplinary teams, fostering innovation, and maintaining relationships with stakeholders to achieve environmental goals.
Key Responsibilities:
- Oversee team performing wetland delineations and natural resources surveys.
- Manage environmental permitting activities for various projects.
- Engage with clients to deliver value and generate additional opportunities.
- Prepare proposals and reports.
- Ability to plan, conduct and review projects of a technical nature and prepare technical reports, biological assessments and other environmental documentation as required by state and federal laws.
Regulatory Compliance:
- Ensure project compliance with local, state, and federal environmental regulations.
- Maintain up-to-date knowledge of environmental laws and standards with an emphasis on natural resources topics including water resources and threatened and endangered species and NEPA/SEPA.
Stakeholder Engagement:
- Build and maintain relationships with clients, government agencies, community groups, and industry partners.
- Represent the organization in public forums, conferences, and environmental committees.
Team Leadership and Development:
- Supervise and mentor environmental science staff and multidisciplinary teams.
- Foster a collaborative and innovative work environment.
- Recruit, train, and evaluate team members.
Budgeting and Resource Management:
- Develop and manage budgets for environmental programs and projects.
- Identify funding opportunities, including grants and partnerships.
- Ensure efficient use of resources and adherence to financial constraints.
Qualifications:
- Education: Bachelor's degree in Environmental Science, Ecology, Natural Resources, or a related field (Master's or PhD preferred).
- Experience:
- 15 years of experience in environmental permitting in the transportation industry with at least 5 years in a leadership role.
- Proven track record of managing complex environmental projects and teams.
- Experience with the preparation of 404, 401, CAMA, and Critical Area permit applications and related exhibits
- Knowledge of state and federal environmental regulations relating to SEPA and NEPA guidelines and preparation of related environmental documentation
- Experience conducting natural resource field evaluations such as stream and wetland delineation, threatened and endangered species surveys, and basic knowledge of SHPO issues.
- Experience planning, conducting and reviewing projects of a technical nature and evaluate construction and maintenance projects for environmental compliance and stewardship.
- Skills:
- Strong knowledge of environmental laws and policies related to natural resources.
- Proficiency in Microstation, AutoCAD, ArcGIS, or other relevant software is a plus.
Work Environment:
- May involve both office-based work and field visits.
- Occasional travel to project sites, conferences, and stakeholder meetings.
Compensation Range:
