Summary:
The Summit County Continuum of Care (SCCoC) is comprised of a full range of community stakeholders committed to activities and efforts aimed at the goal of ending homelessness. This includes advocates, homeless assistance providers, victim service providers, faith-based organizations, governmental departments, businesses, housing agencies, school districts, social service providers, mental health agencies, drug and alcohol agencies, universities, hospitals, affordable housing developers, law enforcement, veteran’s organizations, homeless individuals, and formerly homeless persons. The Executive Director’s is critical to the operations of the SCCoC; and, therefore, provides leadership to all components and members of the SCCoC.
The Executive director works directly with the SCCoC Board of Directors, and is responsible for:
1. Guiding the vision of the SCCoC, stakeholders, and the local community to end homelessness in Summit County OH;
2. Coordinating and facilitating the activity of the SCCoC, its Board, committees, and membership, and volunteers;
3. Managing the funding process, including Federal funding from the U.S. Department of Housing and Urban Development (HUD) and other sources; and
4. Monitoring grantees and assessing their performance based upon contract agreements, progress on meeting community-wide goals, evaluating program performance, and monitoring compliance with all funding regulations.
5. Additional duties required to fulfill the goals and mission of the organization and the needs of the community as directed by the SCCoC Board.
In this role, the Executive Director will also provide staff support to the SCCoC and its various committees, coordinate efforts to end homelessness, monitor and drive outcomes in an effort to assess progress in achieving the community goal to reduce homelessness.
Board Responsibilities:
1. Works closely with the Board to recruit and retain appropriate Board membership, and makes recommendations for Board appointment.
2. Makes recommendations to the Board for Committee assignments and establishes a process by which volunteers are recruited for committee involvement.
3. Makes recommendations to the Board regarding the functioning of the SCCoC; addressing trends, appropriate funding, and other activities as necessary.
4. Keeps the Board apprised of any major changes in operations.
5. Works closely with Board committees to establish set and monitor committee goals.
6. Serves as liaison to the Board, its Committees, HUD, City of Akron, and other entities.
Strategic Facilitation:
1. Ensures the development of a strategic plan to reduce homelessness in Summit County that is in line with community and national goals for ending homelessness.
2. Oversees the implementation of strategies, collects and analyzes applicable community data to determine progress in meeting community-wide goals and makes funding recommendations to community partners.
3. Assists in the creation of policies and procedures that will govern the SCCoC and its membership.
4. Provides oversight and ensures a collaborative approach to implementing and monitoring the HMIS Coordinated Intake and the Point-In-Time processes.
5. Provides assistance to HUD grantees to ensure HUD applications are appropriate and reasonable based upon the needs of the community.
6. Conducts site visits and monitors grantee agencies to ensure compliance of any and all HUD laws, regulations, guidelines as noted in the HEARTH Act and other homeless programs.
7. Reviews and approves contracts and other written agreements as necessary.
Fund Development and Coordination:
1. Oversee, review, and analyze the Notices of Funding Availability (NOFA) and other materials and resources applicable to the SCCoC program.
2. Completes and submits the SCCoC Consolidated Application in completion of the NOFA process; and works with community partners to ensure appropriate submission of grant applications, as well as the HUD SCCoC Planning grant application.
3. Researches, identifies, and applies for funding support that expands the SCCoC funding model beyond federal grant awards.
4. Ensures the SCCoC operates at a maximum level in order to ensure its completeness in attracting local, State, Federal and Foundation funds to support the mission of the SCCoC.
5. Creates and monitors internal policies and procedures that relate to fund appropriation.
6. Creates and monitors the Annual Projected Operating Budget in conjunction with the Finance Committee and maintain an internal system that will allow easy tracking of funds.
7. Oversee, review and analyze financial statements with Administrative Assistant Accounting Manager, and Auditors to ensure sound recordkeeping practices.
8. Works closely with the Finance Committee to ensure appropriate policies and procedures are created in order to ensure appropriate use of funds granted and spent.
Staff Supervision:
1. Assists in creating employee related policies and procedures that ensure the SCCoC is adequately staffed at all times and is in compliance with labor laws and regulations.
2. Creates employee job descriptions, Annual Performance Evaluation tools, and other related forms as needed.
3. Creates and monitors a staffing pattern that is suitable for the needs of the SCCoC.
4. Interviews, hires, and retains professional experienced staff as needed in conjunction with the Personnel Committee.
5. Provides supervision to SCCoC staff and oversees all associated projects and support duties, including meeting coordination, preparation, and facilitation.
Required Skills and Abilities:
Technical
1. A Bachelor’s Degree in Public Administration, Sociology, Business Administration, or a related field.
2. At least 3 years’ experience in the homeless and/or housing field.
3. A minimum of 3 years’ experience in fund development, grant coodination and project administration.
4. At least 1-year experience in Board activities, strategic planning, and executive management processes.
5. Excellent verbal and written communication skills.
6. Must have a valid State of Ohio drivers’ license and personal auto insurance, and be insurable or documented reliable transportation.
Interpersonal
1. Strong leadership skills that can assist in recruiting volunteers and stakeholders for the SCCoC membership.
2. Strong analytical skills and the ability to measure and evaluate program outcomes.
3. Ability to work well with others at all levels of interactions.
4. Proficient computer and technological skills.
5. Ability to establish and retain positive relationships with the public, private, and community sectors.
