The Summit County Housing Director is responsible for planning, managing, and operating the County’s workforce housing strategies. This role involves collaborating with the Board of County Commissioners (BOCC), County departments, the Summit Combined Housing Authority, other jurisdictions, and the community to develop policies, programs, and partnerships that can increase workforce housing. Experience in finance, particularly in real estate development, along with experience in procuring public-private partnerships and navigating water rights, land banking, and multi-party negotiations in Colorado is strongly preferred for this role. Additionally, the successful Director has extensive experience in non-construction-related housing programs including strategic re-use and redevelopment.  Housing Policy and Strategy:
  • Develop and implement housing policies consistent with the BOCC’s vision
  • Collaborate with housing-related entities within and around Summit County.
  • Interface with County & State legal, advocacy, and stakeholders to advance policy related workforce housing development 
  • Review development plans to encourage workforce housing.
  • Maintain a current assessment of housing needs and update the County’s housing plan.

Project Financing and Data:
  • Expertise in federal and state grant and loan programs, conventional financing, and bond issuance.
  • Familiarity with and ability to gather, filter, and assess housing data that underpins financing models, such as needs assessments, local AMI models and formulas, wage, job, and census information
  • Leverage County and external resources to maximize project value and financial stability.
  • Ability to understand, create, and manage financial models and proformas for individual and multiple projects, including those utilizing Low-Income Housing Tax Credit (LIHTC) financing, Middle Income Tax Credit financing, bond financing, debt and equity financing, and complex capital stacks with multi-party negotiations.
  • Build partnerships with non-profit, corporate, individual, and governmental entities to secure funding.

Housing Development:
  • Identify potential development opportunities, coordinate development plans, entitlements, and permitting.
  • Manage owners’ representatives, consultant and construction contracts, and monitor execution.
  • Oversee development projects on behalf of the County.
  • Advise the BOCC on project development and progress.

Asset / Property Management:
  • Oversee property acquisition and entitlement for affordable ownership and rental housing.
  • Provide supervision and technical expertise for County-owned rental properties.
  • Ensure compliance with covenants, deed restrictions, and regulatory requirements.

Representation and Networking:
  • Interact with housing entities across the state to encourage and secure public resources for workforce/affordable housing.
  • Maintain a network of contacts in the housing and commercial development industry.
  • Seek out and partner with stakeholders in the housing and government sectors.

Public-Private Partnerships:
  • Procure and manage public-private partnerships to support housing development initiatives.
  • Negotiate and structure partnership agreements that benefit both the public sector and private entities and align with both County goals and BOCC vision.

Infrastructure Coordination and Management:
  • Work with water attorneys on water rights issues in Summit County to support housing development projects.
  • Seek partnerships that increase the availability of water for new workforce housing. 
  • Work with other departments such as Road & Bridge and Community Development to coordinate land use and horizontal/access issues

Financial Responsibility:
  • Prepare, administer, and monitor the annual Housing Department budget.
  • Develop strategies to maximize financial resources, performance, and ensure fiscal responsibility.
  • Apprise the County Manager and Finance Director of significant fluctuations in budget projections and prepare regular budget reviews for the BOCC.

Supervision:
  • Perform supervisory functions for housing staff, including project managers, engineers, property managers, and other housing-related roles.
  • Supervision includes hiring, orientation, performance goal setting, delegating authority, problem-solving, training, evaluating employee performance, and, if necessary, progressive discipline.

Public Relations:
  • Attend public meetings and coordinate with citizen groups, developers, and governmental agencies to achieve housing projects, develop housing policy, and implement housing programs.
  • Create presentations for informational meetings and formal public hearings.
  • Provide technical assistance as needed and maintain current knowledge of applicable local, state, and federal laws.
  • Bachelor’s degree in Public Administration, Business Administration, Finance, Real Estate, or a related field required. Master’s degree preferred.
  • Minimum of 5 years of experience in public administration, community development, planning, public housing programs, housing authorities, or government policy
  • Demonstrable experience in finance, budgets, and real estate development preferred
  • Experience in procuring public-private partnerships, navigating water rights and other infrastructure in Colorado preferred
  • Supervisory experience required

LICENSES OR CERTIFICATES
  • Valid Colorado Driver’s License required at the time of appointment and throughout employment.
