Job Duties and Responsibilities
- 1. Responsible for fiscal planning and operations for the District. Develops and establishes financial and purchasing policies and procedures consistent with the CEO’s broad policies and objectives and ensures their adequate execution. Maintains appropriate controls and policies that foster judicious use of supplies, materials, and equipment. Appraises and evaluates the results of overall financial performance regularly and systematically, and reports these results to the CEO and Board of Directors.
- 2. Advises the CEO and other Executive staff members in decision-making. Seeks transformational change through proactive performance improvement and innovation.
- 3. Researches, develops and implements new programs and services that meet the needs of the community and the District. Promotes the quality of all services while setting and maintaining sound fiscal policies.
- 4. Directly oversees the function of assigned operational units. Develops and communicates purpose, philosophy, and objectives for assigned departments and functions which are compatible with the District’s goals.
- 5. Serves as a key participant in strategic planning, fiscal planning, and visioning for the District. Ensures that there is full commitment to the Strategic Plan, goals and objectives through awareness and education. Ensures that systems are in place to support documentation and statistics for the Strategic Plan. Coaches and develops directors and managers as they implement the strategic plan.
- 6. Builds strategic alliances and partnerships as necessary to execute business strategies.
- 7. Establishes and maintains an effective system of communication throughout the organization.
- 8. Provides effective leadership and oversight for assigned departments; leads by example; provides support, guidance, mentoring and coaching to directors and managers.
- 9. Maintains professional skills and awareness of regulatory changes, compliance issues, innovations and developments in healthcare management through internal and external training / continuing education opportunities. Ensures compliance with all regulatory requirements and federal, state and local laws. Stays abreast of industry trends and best practices. Maintains programs and records in good order, as required for efficient and effective operations.
- 10. Performs all functions according to established policies, procedures, regulatory and accreditation requirements, as well as applicable professional standards. Consistently demonstrates the District’s values and provides all patients / customers with an excellent service experience.
- 11. Is a key representative of the District in the community and with external organizations, speaking and acting within the scope of objectives set forth in the practice of the District.
12. Performs other related duties and special projects as assigned.

Required Education and Experience
Required Licenses, Certifications and / or Registrations
Required Knowledge, Skills, Abilities
1. Advanced skills in health care financial management. Knowledge of the complete revenue cycle function.
2. Broad working knowledge of health care compliance and insurance billing guidelines and rules.
3. Strong relationship and communication skills. Ability to lead diverse work teams, develop organization-wide strategies for program excellence, engage community partners, and partner with the CEO and board of directors.
4. Ability to partner with staff and providers to foster quality, efficiently provided care and emerge as respected leader and decision-maker. Ability to understand physicians’ viewpoints and needs, and work strategically in the best interest of patients and the facility.
5. Demonstrated expertise in negotiation, coaching, and interpersonal skills.
6. Demonstrated commitment to integrity and excellence; experience of leading others to new levels of effectiveness and programmatic impact.
7. Passionate about rural health care; ability to promote and communicate the District’s mission, vision and values to external and internal stakeholders.
