Job Title: Instructional Designer
Duration: Expected to be 12 months contract with possible extensions.
Location: Orlando, FL, 32801
Pay Range: $30/hr - $34/hr. The pay rate may differ depending on your skills, education, experience, and other qualifications.

Job Description:
- Conduct needs analysis to determine effective strategies, systems and tools to address training needs, skill gaps and build talent capabilities;
- Provide support and development of learning solutions for employees at all levels (classroom training, self-paced learning, eLearning, blended multi-media learning solutions, etc.);
- Creates computer-based training (CBT) modules and storyboards.
- Develops instructor's manuals, guides, facilitator guides, presentations, quick reference guides, job aids, learning activities, learning assessments, eLearning courses, audio scripts, etc. using sound instructional design principles and collaborating with subject experts to develop course content.
- Develop effective evaluation tools; communicate the impact of learning solutions, including the ROI of learning when appropriate;
- Facilitate instructor-led training, as necessary (i.e. new hire orientation, system training);
- Serve as lead learning administrator for the learning management system (LMS); oversee the creation and management of all learning objects, certifications, curricula and instructor-led events; manage all security roles and custom reporting related to learning;
- Perform other duties as assigned. Technical Requirements:
- Working knowledge of all, but not limited to the following:
- Common eLearning authoring tools (Captivate, Articulate, Camtasia, etc.);
- Project plans, process maps, Gantt charts;
- Software Application (i.e., Adobe Acrobat Pro, Cornerstone OnDemand);
- Equipment (i.e., hand held HD video camera, wireless microphone); • Familiarity with all, but not limited to the following:
- Video and audio production; o Script and storyboard writing;
- Training completion/transcript reports
- Various HR policies that require training;
- Software Application (i.e., PSERM, CC&B, AutoCAD); o Related industry, organizational and departmental regulatory guidelines, best practices, and procedures;
Ability to:
- Manage multiple learning projects;
- Utilize standard industry design and evaluation models (ADDIE, SAM, Kirkpatrick levels of evaluation);
- Deliver instructor led training to groups of 5-25 people;
- Collaborate with diverse subject matter experts across the Commission;
- Provide written project plans and updates; o Create eLearning storyboards;
- Create visually effective job aids and other written materials to support training;
- Be a self-starter, work under limited supervision;
- Make arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios, and percentages;
- Use Microsoft Office Suite (Outlook, Word, Excel, Power Point, etc.) and standard office equipment (telephone, computer, copier, etc.). Education/ Certification/ Years of Experience Requirements:
- Bachelor’s Degree in Instructional Design, Education, Human Resources or related field of study from an accredited college or university
- Minimum of four (4) years of instructional design and/or technical writing experience, to include three (3) years of experience designing and developing eLearning courses and one (1) year serving in an administrator role for a corporate LMS (Cornerstone OnDemand preferred)
- Special trainings required upon hire:
- Proficiency with common eLearning authoring tools (i.e., Captivate, Articulate, Camtasia)
- Basic camera, video camera and audio production
- Special trainings to be completed within six (6) months of hire: o Deploying eLearning through mobile devices
