POSITION TITLE : CONTRACT SPECIALIST
FLSA : NON- EXEMPT
Job Summary :
The Contract Specialist oversees the entire lifecycle of contracts, including planning, developing, negotiating, awarding, and managing contracts for goods and services. They ensure compliance with regulations and serve as a liaison between agencies and contractors to secure the best value for the organization.
Duties / Responsibilities :
- Analyze needs, identify potential vendors and develop acquisition strategies.
- Draft and issue requests for proposals, quotes and other solicitation documents.
- Review cost proposals and pricing information.
- Prepare and administer contracts and purchase orders with specific vendors.
- Evaluate proposals, conduct cost / price analysis, select qualified vendors.
- Compare bids from vendors and determines / assist with determination, to whom contracts will be awarded.
- Evaluate vendor proposals to ensure that all requirements are met.
- Work with department / assigned leader to ensure contract needs.Monitor contract performance.
- Evaluate competence of vendors and reviews their invoices for accuracy.
- Maintain database regarding vendors' information, contract dates, performance and quality of service.
- Perform other related duties as assigned.
