Engineering Estimator - Oil/Gas background:
Engineering Estimator to support estimating efforts at the client s storage facilities. The position is a full-time role with a two-year contract duration, requiring the candidate to have prior experience with pipeline projects and the ability to travel between storage facilities as needed within Southern California region.
2. Scope of WorkThe selected Engineering Estimator will be responsible for providing estimating support for various projects within the client s storage facilities. The scope of services includes, but is not limited to:
- Developing and reviewing cost estimates for capital and maintenance projects.
- Conducting quantity take-offs, labor, and material cost analysis for pipeline-related and storage facility projects.
- Assisting in the preparation of detailed project budgets and cost breakdowns.
- Collaborating with engineering, procurement, and construction teams to refine project estimates.
- Analyzing historical data and market trends to improve estimating accuracy.
- Reviewing contractor and vendor proposals to ensure competitive pricing.
- Supporting risk assessments related to cost estimation and project feasibility.
- Providing periodic updates and reports to project stakeholders.
- Traveling between client s storage facilities to gather data, conduct site visits, and participate in project meetings.
- Communicate with Project Managers, Construction Managers, Scheduling, Costs Leads, and Change Management: scope, unit quantities, budgets, historical pricing, and estimates.
- Perform detailed material and quantity takeoffs from plans, specification, and scope packages.
- Develop detailed estimates including the ability to properly select labor, equipment, materials, subcontractors and applying production rates to tasks.
- Document all estimate scope and assumptions and develop a Basis of Estimate report.
- Perform peer reviews of other Estimators work.
- Must be able to discuss estimates with clients in a confident and constructive manner.
- Must have the ability to communicate with clients respectively and in a manner that promotes confidence in our work and brand image and that develops positive relationship growth with the clients.
- Develop detailed critical path schedules to support and finalize estimates of time-based tasks.
- Ensure costs estimates are issued on time with documents to support the estimate assumptions, exclusions, and anticipated accuracy ranges.
- Interpret drawings, technical specifications, quoted pricing documents, engineering standards, permit language, and contracts to use as a basis of estimate.
- Work closely with Project Managers to review project scope, identify deviations from planned scope and budgets, and explain variances. Advise estimating basis throughout project lifecycle.
- Estimating by scope to ensure successful cost controls to track direct costs, budgets, and allocations.
- Support Project Management team with estimates, estimate validation, and input to support Management of Change.
- Recognize historical trends and provide project teams with rebaselined estimates as needed.
- Work closely with project controls to gather historical information to provide estimating with precedence as a basis for estimates.
- Properly read schedules and estimate as per the schedule.
- Organizing and tracking of estimating documents throughout the approval process, documenting assumptions and exclusions throughout the project lifecycle, and saved for auditing purposes.
The ideal candidate should meet the following qualifications:
- BA/BS Degree preferred or equivalent field experience.
- 2 Years in Pipeline Engineering Estimating
- Field construction background a plus
- Hands-on experience and general knowledge of estimating, including budgeting, change management, construction, and reporting.
- Thorough knowledge of cost estimating software and methodologies.
- Possesses and is recognized as a functional expert and thought leader in estimating.
- Uses best practices to solve functional estimating problems and improve processes in support of business challenges.
- Independently works through individual projects and/or plays a key role in a portfolio of projects.
- Experience on engineering, environmental, procurement, and construction projects desirable.
- Ability to interpret documents for cost, estimating, change management.
- Ability to understand agreements, and purchase orders.
- Ability to understand and interpret detailed engineering drawings, technical specifications, standards, and permits.
- Proficiency level with Microsoft Office products. Experience with HCSS (HeavyBid) Estimating software and On-Screen Takeoff a plus
- Solid analytical and problem-solving skills. Accuracy and attention to detail critical.
- Excellent communication and collaboration skills.
- Willingness to travel between client storage facilities as required.
- Contract Term: Two (2) years.
- Work Location: The role will require on-site work at the client s storage facilities. Travel will be necessary based on project needs.
