DEFINITION:
Under general supervision, this confidential and unrepresented position provides essential administrative and operational support to the Offices of the Presiding Judge and the Chief Executive Officer.
While reporting into the Administrative Services unit, this role will act as a crucial liaison between judicial, operational, and administrative departments. This position requires a highly skilled individual with strong professional judgment and communication skills. Responsibilities of this position encompass interacting effectively with diverse stakeholders, performing complex administrative and operational tasks, training staff, and leading projects. This position requires the exercise of discretion (including maintaining confidentiality) and independent judgment in the performance of duties.
This is an on-site position.
- Provides essential administrative support to the Presiding Judge, Assistant Presiding Judge, and Chief Executive Officer.
- Responsibilities include duties outlined by California Rules of Court, rule 10.603 and the California Penal Code related to grand juries, along with independently preparing correspondence, managing calendars, scheduling meetings, arranging travel, and providing clerical support to the Presiding Judge.
- Leads and manages cross functional projects, programs, and teams.
- Develops and maintains efficient systems and processes that maximize productivity and streamline operations.
- Collects, compiles, verifies, and presents data for statistical studies and reports. Analyzes information, identifies key issues, and delivers reports outlining methodologies, analyses, and actionable recommendations.
- Functions as an interface with the public, vendors, community partners, judicial officers, and Court Administration and staff.
- Prepares complex documents and provides general office support.
- Requires strong attention to detail, excellent communication skills, and proficiency in using Microsoft Office software.
- Plans events and designs and maintains project-related budgets.
- Performs other related duties as assigned.
A combination of training, education, and work experience as outlined below is required to meet the minimum qualifications for this position.
- Education: A bachelor’s degree or four years of relevant work experience may be substituted for the required degree and;
- Experience: Five years of progressive administrative experience is required.
KNOWLEDGE OF:
- Principles and practices of office administration, time management and record keeping, including, but not limited to, filing systems, business correspondence, report writing and record keeping.
- Applicable State and local laws, rules and regulations related to the duties of the Office of the Presiding Judge.
- Effective written communication skills, including strong grammar, spelling, punctuation, and vocabulary.
- Utilization of webinar software and facilitation of productive virtual meetings.
- Project management methodologies and proven approaches.
- Principles of budget development and monitoring.
- Courtroom procedures and legal terminology.
ABILITY TO:
- Successfully lead and manage projects, programs, and teams.
- Provide comprehensive and multifaceted administrative assistance, including composing correspondence independently with speed, accuracy, and efficiency; organizing and maintaining accurate records and files; making arithmetic calculations with speed and accuracy; and operating standard office equipment.
- Proficiently use MS Office Suite with a strong emphasis on Excel.
- Demonstrate initiative and independent judgment while adhering to established guidelines and demonstrating accountability for all work.
- Establish and maintain effective working relationships, including with high-level officials, judicial officers, Court staff, vendors, and the general public.
- Collaborate with cross-functional teams with excellent interpersonal skills; manage complex stakeholder relationships and conflicting priorities.
- Work independently with a high degree of accuracy and attention to detail. Effectively organize work, prioritize tasks, meet critical deadlines, and consistently follow through on assignments.
WORKING CONDITIONS:
The work environment is generally clean inside buildings with limited exposure to dust, fumes, odors, and noise. Incumbents will be working under sometimes difficult and stressful conditions, with frequent deadlines and expectation to produce high quality work under limited time constraints as well as periodic contact with angry and confrontational individuals. The ability to work independently as well as closely with others is required.
ESSENTIAL FUNCTIONS:
Specific tasks and duties may vary; however, the following are considered essential functions expected of this classification:
- Frequent and ongoing use of a computer terminal to conduct a variety of the more advanced administrative functions and communications.
- Periodic, regular, and/or occasional contact with judicial officers and employees in other court divisions, government agencies, the public and/or vendors with the ability to manage multiple priorities and meet timelines, converse with and respond appropriately to inquiries and requests;.
- Periodic to regular lifting, walking, and carrying of files, documents, and other court related materials. Incumbents must have the ability to lift and carry 10 lbs;.
- Work with time constraints and under pressure in some situations.
PHYSICAL DEMANDS:
- Strength, dexterity, and coordination and/or ability to use a computer keyboard and read a video display terminal on a regular basis;.
- Excellent communication and interpersonal skills, including the ability to effectively listen to and respond to requests from the public and court staff.
- Effectively manage work in demanding and stressful situations.
- Dexterity and coordination to handle files and single pieces of paper, occasional lifting of objects weighing up to 10 lbs, such as: files, stacks of paper, reference books, and other materials.
- Frequent need to reach for items above and below desk level, sometimes with the assistance of a ladder or step-stool.
- This position may require prolonged periods of standing, walking, and sitting.
