The Court is conducting an open recruitment for the classification of Deputy Executive Officer of Court Operations. The individual appointed to this position will serve under the general direction of the Court Executive Officer or his/her designee.  The position is responsible for the management of the Courtroom Clerk Unit, Civil and Criminal Clerk’s Office, Branch Locations and others units as assigned. The Deputy Executive Officer – Court Operations plans, organizes, and leads court-wide operations and judicial support functions, as well as other administrative support services. The incumbent is responsible for planning and managing the development, implementation, and communication of operational strategic goals and performance targets set forth in the Court's strategic plan and provides professional advice to the CEO, judicial officers and committees on effective court operations to support achievement of the Court's business and justice system objectives. 

This is an executive level, at will, position. In addition to the direct oversight of the outlined divisions, this position will be involved in Finance, Facilities, Information Technology and other areas of the Court. The major job functions include the overall division planning and workflow in the assigned divisions. These functions deal with highly complex and sensitive issues.  Incumbents are expected to work with minimal direction.

Duties that may be assigned include, but are not limited to, the following:

  • Assists the Court Executive Officer and judicial officers in developing, communicating, and implementing strategic goals, objectives, and missions; develops, implements and monitors work plans to achieve Court goals, objectives and work standards; directs the development of and monitors performance against the annual budget; directs the preparation and maintenance of a variety of reports and statistical data and ensures their accuracy; advises the Court Executive Officer regarding administrative and operational policy issues, programs, and projects.
  • Plans, directs, evaluates, and reviews Court programs, policies, and procedures to enhance effectiveness and efficiency; directs studies of existing practices, procedures, methods, programs, and services to assess efficiency and compliance or need for changes in organization, operations, and service delivery; develops and implements plans to provide for improvements and the creation of new systems, policies and procedures, programs, and services.
  • Directs and evaluates the performance of directors, managers, supervisors and staff; establishes perform­ance requirements and personal development targets; regularly monitors performance and provides coach­ing for performance improvement and develop­ment; recommends or approves compensation and provides other rewards to recognize performance; recommends disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Court Personnel Plan policies and labor contract agreements.
  • Provides leadership and works with directors and managers to develop and retain qualified staff and to ensure a high-performance, customer service-oriented work environment that supports achieving the Court's mission, objec­tives and values regarding teamwork, mutual trust and respect; applies process improvement and quality management principles to assigned areas of responsibility.
  • Through subordinate managers, oversees Court Operations division, including those related to Judicial and Administrative Services; evaluates policies affecting Court functions; develops and implements policies and method­ologies to ensure compliance with applicable laws and Court rules, enhance service, and facilitate effective case processing; reviews status reports and workload statistics and evaluates resource allocation, organizational structure and ways to improve efficiency.
  • With subordinate managers, works with judicial officers to develop and implement strategic and case management plans consis­tent with the Court's mission; identifies short and long-term needs and identifies resources required for successful operations; plans, analyzes and resolves operational problems and internal and external customer complaints.
  • Directs analysis of new legislation, statutes, rules, case law and other directives for impact on operations; confers with judicial officers, attorneys and other governmental agencies on interpretation of laws; directs the revision and imple­mentation of policies and procedures to comply with new legislation.
  • Maintains effective working relationships and productive lines of communication with county and state agencies and committee members; represents the Court in various regional/state/national policy and technical forums; participates on various task forces and committees.
  • Represents the Court Executive Officer as assigned.
  • Performs other duties as assigned.

The IDEAL CANDIDATE should have:  

Knowledge of:

  • Court organization, ordinances, rules, policies and procedures relating to the administration and operations of the Court;
  • Theory, principles, practices, and techniques of court and public administration, including operations management, facilities management, budgeting and financial planning, human resources, information technology and the case management system, and basic risk management;
  • Advanced administrative principles and methods, including goal setting, program development and implemen­tation;
  • Federal, state and local laws, regulations and court decisions applicable to the Court;
  • Functions and organization of the judicial system, including the multiple divisions of the Contra Costa Superior Court, areas of litigation and the roles and functions of other legal and law enforcement agencies;
  • Trends and best practices in court management and operations applicable to assigned areas of responsibility;
  • Research methods and statistical analysis techniques;
  • Principles and practices of effective business communications;
  • Customer service standards, policies and procedures; community outreach;
  • Principles and practices of effective management/supervision;
  • Court Personnel Plan policies and labor contract provisions;
  • Understanding of technology as it relates to use in operations and administration of court function.

Ability to:

  • Work collaboratively with judicial officers and other Court executives/managers to analyze and make sound recommendations on complex policy, management and administrative issues;
  • Plan, direct and integrate the operations and functions of an operational and judicial support division;
  • Identify and define complex Court-wide issues, perform difficult and complex analysis and research, evaluate alternatives and develop effective conclusions and recommendations;
  • Understand, interpret, explain and apply local, state and federal policy, laws and regulations applic­able to areas of responsibility;
  • Assist in the development of effective strategic plans for the Court;
  • Identify issues and concerns and respond to the public and staff;
  • Develop and implement appropriate procedures and controls;
  • Prepare clear, concise and comprehensive studies, reports, correspondence and other written materials;
  • Communicate clearly and effectively both orally and in writing to diverse audiences and facilitate understanding/agreement;
  • Represent the Court effectively in dealings with multiple external organizations and people;
  • Operate a computer and use standard business and case management software;
  • Use tact and diplomacy dealing with sensitive and complex issues, situations and concerned people;
  • Establish and maintain effective working relationships with all those encountered in the course of work.
Minimum Qualifications

Education:  Possession of a baccalaureate degree from an accredited college or university with a major in business administration, public administration, court or judicial administration, or a closely related field.

Experience:  Four years of progressively responsible experience in an administrative or managerial capacity in a trial or appellate court of general jurisdiction in the U.S., in a criminal justice agency, or in another governmental agency, at least two (2) years of which were at the second level of supervision and/or included the management of an administrative or operational function.  Experience in one or more of the following functions is highly desirable: budget preparation and control; fiscal management: general administrative systems and procedures; personnel administration; and/or management of functional operations.

GENERAL INFORMATION

 

Conditions of Employment

Successful completion of fingerprint and a criminal record background check is required prior to appointment and is a condition of employment.

Because the Court operates in multiple branches, the employee may be required to travel to other court locations, and possession of a valid California driver’s license is therefore required. All employees of the court who operate a vehicle on court business must certify they possess a valid California Driver’s License and required levels of automobile insurance.

 

Convictions

Felony and misdemeanor convictions MAY BE disqualifying for employment with the court. The court will assess the nature and gravity of the offense, the time that has elapsed since the offense was committed, and the nature of the job duties to be performed.

 

Employment Eligibility:

In accordance with the Immigration Reform and Control Act of 1986, all persons hired after November 6, 1986, are required to present to the Court, at the time of appointment, original documents which show satisfactory proof of: 1.) identity and 2.) U.S. Citizenship or a legal authorization to work in the United States.
