ABOUT THE POSITION

As the Information Systems Security Officer - Engineering and Operations (ISSO-OPS) (Official classification title: Cyber Security Manager), you'll be at the forefront of designing, developing, implementing, and maintaining state-of-the-art information security solutions. These solutions are essential to protecting the confidentiality, integrity, and availability of our critical information assets, including voice, mobile, data networks, applications, and computer infrastructures.

Key responsibilities:
- Visionary Leadership: Establish and maintain an enterprise-wide security operations, architecture, and engineering vision, strategy, and programs to protect information assets.
- Team Management: Direct, plan, and organize the Information Security Operations and Engineering teams, ensuring effective project management and alignment with strategic goals.
- Incident Response: Manage the Court's response to information security incidents, ensuring they are appropriately addressed, documented, and reported.
- Security Tools Management: Evaluate, recommend, and implement security tools and services. Develop and maintain standard operating procedures (SOPs) for these tools.
- Security Operations Oversight: Oversee the court’s Security Operations Center, ensuring SLAs are met and maintaining high quality of team members’ work.
- Standards and Compliance: Develop and maintain an information security reference architecture and framework. Ensure CTS divisions adhere to security standards.
- Industry Awareness: Monitor industry trends, regulations, and threats. Continually assess the organization’s exposure to new information security risks and develop contingency plans.

TELEWORK OPPORTUNITIES

SELECTION REQUIREMENTS
To qualify, you must meet one of the following options at the time of application:
OPTION I: Bachelor's degree in information technology, computer science, management information systems or related field -AND- 7 years of experience in cybersecurity, specializing in designing, developing, implementing, and maintaining information security solutions; 2 years of which must include experience in managing or supervising a team.
OPTION II: 11 years of experience in cybersecurity, specializing in designing, developing, implementing, and maintaining information security solutions; 2 years of which must include experience in managing or supervising a team.
OPTION III: Any combination of knowledge and experience that provides the required skills to perform the job.
Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
DESIRABLE QUALIFICATIONS
The ideal candidate will possess the following desirable qualifications:
- Proven track record of managing operations and/or engineering teams for over 8 years, with a focus on optimizing team performance, productivity, and achieving strategic goals.
- Extensive leadership experience, including overseeing and mentoring managers or supervisors for more than 3 years, with demonstrated success in building cohesive and high-performing teams.
- Demonstrated ability to build and implement comprehensive technology or security teams and solutions from inception, with a clear record of defining, developing, and executing strategic initiatives.
- Significant experience in managing and responding to large-scale security incidents, with a proven ability to effectively lead incident response teams and mitigate risks.
- Expertise in designing and architecting advanced security technology solutions for large, complex environments, with a strong understanding of industry best practices and standards.
- Broad technical expertise across multiple technology disciplines, including systems, networks, applications, data, and analytics, with a strong ability to integrate and optimize these components for comprehensive security.
- Extensive experience working in highly regulated environments, such as publicly traded companies, finance, health, or government sectors, with a thorough understanding of compliance requirements and regulatory standards.
- Proven experience in managing outsourced Security Operations Centers (SOC), Network Operations Centers (NOC), or customer service providers, with a focus on maintaining high service quality and adherence to Service Level Agreements (SLAs).
- Strong negotiation skills with a history of successfully negotiating large, multi-year vendor contracts, and a demonstrated ability to achieve favorable terms and manage vendor relationships effectively.
- Extensive experience in supporting and advising executive leadership, with more than 2 years in such a role, and a proven ability to provide strategic insights and recommendations.
WHAT TO EXPECT NEXT
Qualifying evaluation of experience based upon submitted application materials and supplemental questionnaire. Applicants who meet the selection requirements will be placed on an eligible list which will remain valid for up to six months and may be invited to participate in an oral interview.
