TELEWORK/ON-SITE OPPORTUNITY
This position is eligible for a combination of telework and on-site work assignments. Telework must be completed from a pre-designated home-based location within the State of California and employees may be required to report on-site to address business needs. Telework is at the sole discretion of the Court and may be rescinded with 48 hours' notice, based on needs of the Orange County Superior Court.

Opportunity Details
The Organizational Development Analyst designs, implements, facilitates, and analyzes innovative leadership programs for the Court’s leadership team; develops and successfully implements Court-wide succession planning; and creates various learning and development opportunities and resources.

The following are representative duties performed:
Researches, designs, develops, and implements training curricula and materials for management and supervisory professionals; creates technical programs, classes and workshops; designs and facilitates teambuilding sessions for various teams.
Redesigns, rebrands, updates, and refreshes various courses, including assessing and diversifying the delivery method (in person, virtual, on-demand, etc.) for learner participation flexibility.
Consults with court leadership to identify training gaps and issues; provides resolution in the form of training on a variety of topics which includes team dynamics, bias, wellness, change management, and other advanced-level courses.
Monitors and analyzes training participation and participant evaluation results in order to identify training success, impacts, improvements, usefulness and return on investment; conducts court-wide surveys, and needs assessments.
Organizes and coordinates the onboarding and orientation of Judicial Officers.
Utilizes various software programs to design and implement engaging, informative, and aesthetic training presentations to enrich facilitated courses and/or captivate e-learners.
Collaborates with subject-matter experts and court leaders to design, implement, and facilitate courses and curricula.
Assists in leading the Organizational Development Team in various of technical projects, including the administration of the learning management system(s).
Creates and implements a strong management/executive succession plan to include the development of management and executive level skill development, or enhancement, and understands the meaning of leadership, supervision, and management.
Collaborates with the Organizational Development and Human Resources Teams to develop and improve business processes.
Collaborates with and participates on various local and state-wide committees to include the Judicial Council and the Center for Judicial Education and Research in developing of statewide curriculum; additionally, partners with other agencies to help resolve training issues.
Acts as a liaison between the court and other vendors, legal partners, educational institutions, and the California Judicial Education and Research.
Researches grant-funded opportunities for organizational development; may lead the application process to obtain the funding.
Human Resources Analyst I
Minimum Qualifications
REQUIRED EDUCATION (for both levels):
Bachelor's degree from an accredited college or university in human resources management, public or business administration, psychology, labor and/or employment law or a closely related field.
REQUIRED EXPERIENCE:
Human Resources Analyst I: Two (2) years of full-time (or equivalent) experience as an OCSC Human Resources Specialist (or equivalent) - OR - two (2) years of full-time (or equivalent) progressively responsible experience in a Human Resources training related capacity which includes organizational training and development, instructional design, curriculum design, adult learning programs and technical training.
Human Resources Analyst II: Two (2) years of full-time (or equivalent) experience in a Human Resources training related capacity which includes organizational training and development, instructional design, curriculum design, adult learning programs and technical training, preferably in a public agency.
EXPERIENCE SUBSTITUTION OPTIONS:
Human Resources Analyst I: A professional certificate in human resources management from an accredited college/university or professional human resources organization may substitute for one (1) year of experience. Possession of a Master's degree in one (1) of the areas indicated above or a Juris Doctor may substitute for one (1) year of experience.
Human Resources Analyst II: One (1) year of experience as an OCSC Human Resources Analyst I or equivalent may be substituted for the education requirement. Possession of a Master's degree in one (1) of the areas indicated above or a Juris Doctor may substitute for one (1) year of experience.

SELECTION PROCESS

Note: Though candidates may live outside of the State of California while participating in a recruitment process, individuals must reside within the State to be eligible for Court employment.
STEP 3: Those candidates who are successful in the review/assessment may be placed in the eligible list. Placement on the eligible list is not a guarantee of interview or employment.
