Job Summary
RESPONSIBILITIES: The primary role of this position is to provide employment services, case management, and cash assistance (Work First Family Assistance / TANF) to eligible families. The position accepts and processes all inquiries, applications and redeterminations for cash assistance as well as provides employment services and case management to all recipients with an adult who is mandatory to work. This position requires interviewing, completing initial applications, verifying information, determining eligibility and scheduling reviews. This position is also required to provide employment services to aid public assistance recipients to become self-sufficient and independent members of the community and to monitor progress of the family. The position is responsible for completing psycho-social assessments of the client and family to determine immediate needs, assessing the client’s work and educational history, strengths and weaknesses, barriers to employment and development of self-sufficiency plans and agreements with the client. Community Employment Case Managers use North Carolina’s eligibility system, NC Fast, to regularly input data for the purposes of initial/ongoing eligibility and enrollment of clients in various Public Assistance programs. The position matches the client’s skills with job opportunities. Clients are assisted in identifying and removing barriers in the areas of childcare, transportation, substance abuse, family planning, housing, education, domestic violence, mental and physical health issues by arranging services between the client and various organizations and resources available in the community. Excellent communication skills are required.
This position serves as Lead Worker for the Energy Assistance programs. Responsibilities for the position include training staff in preparation for the Low-Income Energy Assistance Program (LIEAP) and Crisis Intervention Program (CIP), inputting, balancing, and maintaining funds for use in the programs, completing quality assurance checks, and communicating with management, staff, clients, and community partners. This position may supervise a small team.
This role requires someone with a strong sense of initiative and a willingness to independently acquire new skills. The ideal candidate should show a keen eye for detail and accuracy, paired with a warm, compassionate, and upbeat attitude.
MINIMUM EDUCATION AND EXPERIENCE FOR IMCI OR IMCII– An Associate Degree in Human Services Technology, Social Services Associate, Paralegal Technology, Business Administration, Secretarial Science, or a closely related curriculum; graduation from high school and two years paraprofessional, clerical, or other public contact experience which included negotiating, interviewing, explaining information, gathering and compiling data and/or performance of mathematical or legal tasks with at least one year of such experience being in an income maintenance program; or graduation from high school and three years paraprofessional, clerical, or other public contact experience which included negotiating, interviewing, explaining information, gathering and compiling data and/or performance of mathematical or legal tasks; or an equivalent combination of training and experience.
MINIMUM EDUCATION AND EXPERIENCE FOR CECM Bachelor’s degree in human services or a related field and two years of experience providing casework services in a human services setting; or a four-year degree and three years of experience providing casework services in a human services setting, one of which must be at the Income Maintenance Caseworker II level, or high school and six years of experience as a case worker in a human service setting, one of which must be at the Income Maintenance II level; or an equivalent combination of training and experience; (Casework services is defined as experience that will provide the knowledge, skills, and abilities necessary to perform the duties of the job). Work experience as a Human Services Placement Specialist is equal to the Income Maintenance Caseworker II level in the administration of this class. Extensive knowledge of the NC FAST computer system is required.
Applicants qualified as Income Maintenance Caseworker I or II will be considered for a “Work Against” appointment if qualified Community Employment Case Manager is not available.
