Job Description

SUMMARY:

Respond to actual or potential aircraft emergencies, medical calls, and hazardous materials situations, and facility/plant emergencies to prevent or extinguish fires, rescue personnel, administer first aid, and protect property for the Susquehanna Area Regional Airport Authority including Harrisburg International Airport, a commercial service small hub airport that serves approximately 1.3 million passengers annually as well as Capital City, Gettysburg, and Franklin County Regional Airports.


ESSENTIAL DUTIES AND RESPONSIBLITIES:

  • Respond to fire and medical emergencies, operate fire equipment at an emergency incident site (including but not limited to fire vehicles, hoses and handlines, hand and rescue tools, ladders, river rescue equipment, etc)
  • Position and climb ladders to gain access to upper levels of buildings or aircraft or to assist rescue efforts from burning structures or aircraft involved in an emergency.
  • Render first aid to injured, apply CPR and/or artificial respiration as necessary.
  • Selects hose nozzle, depending on type of fire, and directs stream of water or chemicals onto fire.
  • Establishes fire lines to prevent unauthorized persons from entering crash area.
  • Ability to learn and perform building inspections for fire hazards and compliance with fire prevention ordinances.
  • Maintains fire fighting apparatus, equipment, and hydrants.
  • Participates in drills and training in hydraulics, pump operation and maintenance, safety, and firefighting techniques, and other courses as assigned by the Department.
  • Deactivates electrical power to prevent fires or explosions.
  • In absence of a senior fire officer, may establish Incident/Unified Command at incident site as required, and take command until relieved by other assigned airport firefighting personnel.
  • Communicate with co-workers, Command Post, Emergency OperationsCenter, mutual aid, and others during emergency situations by two-way radio, phone, in person, or other methods of communication.
  • Knowledgeable, skilled, and able in topics, such as Airport Familiarization, Aircraft Familiarization, Firefighter Safety, Emergency Communications, Fire Hose, Nozzles, and Turrets, Extinguishing Agents, Aircraft Evacuation, ARFF Firefighting Operations, Vehicle Rescue, Confined Space, Structural Fire and Rescue Equipment use for ARFF, Aircraft Cargo Hazards, and Duties under the Airport Emergency Plan.
  • Ability to learn the knowledge, skills, and abilities of an ARFF Firefighter.
  • Ability to learn to operate, inspect and service ARFF vehicles.
  • Ability to learn physical layout of the airport, such as streets, runways, taxiways, ramps and topography.
  • Performs complementary customer service functions consistent with airport customer service standards.
  • Ability to learn and perform Airport Operations duties, such as airport self-inspections, issue NOTAMS, and wildlife management.
  • Ability to learn and perform security duties, such as perimeter checks and monitor the exit lane of the security check point.

QUALIFICATIONS:

Education and Experience:

  • High school diploma or equivalent GED
  • Three years of structural firefighting experience and 150 hours of structural firefighting and/or rescue training, or equivalent combination of experience and training.


Certificates and Licenses:

  • EMT Certificate (PA, or able to obtain PA certification within 90 days) or above with EMSVO.
  • PA State Driver’s License (or out-of-state driver’s license with the ability to get PA license within 30 days).
  • Firefighter I and II certification (DOD, IFSAC, or ProBoard).
  • Hazardous Materials - Operations level
  • PA Department of Health Basic Vehicle Rescue Technician (BVRT) or (DOD, IFSAC, or ProBoard) 1006 Vehicle Technical Rescue Level I or NPFA 1006 Vehicle Technical Rescuer Operations
  • Emergency Vehicle Driver Training (EVDT)
  • Confined Space Rescue
  • ICS-100, 200, 700, and 800.
  • Ability to pass a 10-year background and criminal investigation in order to be issued Airport Identification Badge.


Cognitive Ability:

Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to work independently and to deal with problems involving concrete variables in standardized situations.


Physical Demands:

Vision must be corrected to 20/20 in both eyes. Individual must be able to pass an entrance physical fitness evaluation, and subsequent periodic physical fitness evaluations administered by the Dept. Individual must be able to pass an entrance medical exam, provided by a company physician, and subsequent periodic medical exams.


While performing the duties of this job, the employee is regularly required to use hands to finger, handle and feel, and talk and hear. The employee frequently is required to stand, walk, sit, reach with hands and arms, climb or balance, and taste or smell. The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move more than 100 pounds. The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Must be able to don and use SCBA and full firefighter protective clothing as well as respond and work at incident wearing the same.


Work Environment:

While performing the duties of this job, the employee is exposed to high stress and life threatening situations, regular extended continuous work schedules, moving mechanical parts, moving machinery, nip points, fumes or airborne particles, toxic or caustic chemicals, all types of weather and temperature conditions including extreme cold and heat, and winter conditions, fire, hazardous chemicals and infectious substances, and risk of electrical shock. The noise level in the work environment is usually loud, including exposure to aircraft propeller and jet engine noise. The employee is required to work in bulky, heavy protective clothing as required for fire response.


Language and Communication Skills:

Must be able to read, write, and communicate effectively in the English language. Must be able to read, analyze, and interpret general business periodicals, professional journals, charts and graphs, blueprints, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals is required. Must be able to effectively present information and respond to questions from groups of managers, shift personnel, clients, customers, and the general public. Regularly communicates with supervisors, co-workers, other departments, contractors, and customers


Mathematical Skills:

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.


Computer Skills:

Microsoft Word and Excel; Emergency Reporting software
