SUPERVISES: FISCAL ASSISTANTS

As a County Fiscal Officer 2, you will be responsible for managing the day to day operations of the fiscal department, in addition to supervising two fiscal assistants. Specific duties entail developing the children and youth budget and the needs-based budget (NBB), participating in yearly reviews and negotiations of contracts with all purchased providers, and overseeing payments of all CYS expenses and juvenile probation placement expenses. You will participate in the design and implementation of new forms needed by CYS to ensure proper flow of information which affects every fiscal aspect of the agency. Excellent networking skills are vital, as you will be collaborating with the Office of Children, Youth and Families (OCYF) to meet requirements of laws, bulletins, and directives, as well as working closely with the director and other supervisors to ensure efficient programming and service delivery.
Minimum Requirements:
- One year as a County Fiscal Officer 1;or
- Two years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting;or
- Four years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or
- An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.
- Must be a resident of Pennsylvania.
Knowledge, Skills, and Abilities:
- Knowledge of municipal finance and accounting practices and controls.
- Knowledge of basic financial reporting functions.
- Knowledge of various computer software programs and automated financial reporting and accounting tools
- Knowledge of accounts payable functions and procedures.
- Ability to develop complex computer spreadsheets.
- Ability to perform statistical analysis.
- Ability to perform advanced accounting and bookkeeping practices and procedures.
- Ability to communicate effectively in verbal and written form.
- Ability to read, analyze and interpret procedures, instructions, and regulations regarding reimbursement guidelines.
- Ability to effectively present information to employees and the public.
- Must be organized and possess attention to detail
Duties and Responsibilities:
- Develop Children and Youth Budgets – (State) Needs Based Budget (NBB) Includes annualizing expenses, analyzing projected increases, and forecasting revenue and expenditures.
- Maintain and update Children and Youth fiscal records according to generally accepted accounting principles.
- Work with the Director and Supervisors to develop budgets for grant proposals.
- Timely preparation of invoices for Federal and State reimbursement.
- Timely preparation of invoices for Federal and State grants.
- Manage day to day operations of the fiscal unit of CYS.
- Yearly review and negotiation of contracts with all purchase providers.
- Collaborate and cooperate with the Office of Children, Youth and Families (OCYF) to meet requirements of law, bulletins, and directives.
- Participate in state child welfare meetings which support the county child welfare programming and fiscal operations.
- Random Moment time studies to support draw down of Administrative IV-E claim.
- Maximize program income through child support and social security programs, i.e. filing/petitioning for support through Domestic Relations Office.
- Attending Domestic Relation Section (DRS) conferences and hearings
- Supervise timely payments of all Children and Youth expenses and all Juvenile Probation Placement expenses.
- Design new forms needed by Children and Youth to ensure proper flow of information which affects every fiscal aspect of the Agency.
- Submit bids for replacement or purchase of assets for CYS.
- Supervise fiscal assistants who are responsible for the day-to-day input and payment of bills.
- All other duties as assigned.
Physical Requirements:
- Must be able to sit for extended periods of time throughout the workday.
- Must be able to stand occasionally.
- Must be able to lift/carry objects up to 20 pounds.
