JOB SUMMARY

The current vacancy is a Limited Term position with benefits. Up to 40 hours per week.

Under direction, reviews and analyzes the financial, medical, social and psychological backgrounds of clients to determine the need for conservatorship or guardianship; manages an ongoing caseload of conservatorship and guardianship; performs related work as assigned.

EXAMPLE OF DUTIES

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other related duties may be required and assigned.

  • Reviews and analyzes the background of individuals to determine need for a guardian or conservator; discusses case with physicians, mental health workers, probation and other social services agencies.
  • Performs basic duties of the Public Guardian / Conservator in absence of same.
  • Represents the Public Guardian in court in estate matters, in conferences, and in business negotiations with heirs, attorneys, and other interested parties.
  • Performs a broad range of clerical duties in support of the Public Guardians office.
  • Interviews the client, family, friends and / or neighbors to gather information on the client's needs.
  • Under direction of the Public Guardian, interviews the client and relatives to determine nature and location of all assets.
  • Assists the client in pursuing other financial benefits to which he may be entitled; acts as advocate for client with Social Security, Medi-Cal, Veterans Service, State Disability and other agencies.
  • Arranges for the physical storage of personal property of the client.
  • When acting as the conservator for person with mental disorder, discusses with mental health professionals the prognosis for release; assists clients in location of housing or other placement; monitors funds for client, follows actions of client to see they are meeting their obligations, taking medication as directed.
  • Explains complex legal policies, conservatorship, financial arrangements; answers questions from clients and family; provides information and direction to community members.
  • Researches records for pertinent clinical history, diagnosis and prognosis; consults with physicians, community social services or health care services to arrange for placement of conservatees in the most appropriate and least restrictive facility; authorizes treatment and personally coordinates the placement of conservatees in care facilities; visits board and care facilities to evaluate their ongoing suitability as a residence for conservatees; and arranges for transportation to court hearings when required.
  • Admits conservatees to placement or to acute care hospitals; oversees treatment and medications.
  • Supervises the administration of estates of wards for which the Public Guardian has been designated by the court.
  • Makes financial decisions based on client's ability to pay.
  • Signs checks, receipts, and legal papers required in the administration of persons and estates.
  • Attends court proceedings and testifies as required.
  • Performs a variety of financial functions; issues checks; receives monies; posts accounts receivable and payable; prepares bank deposits; balances accounts; maintains financial books and records; prepares reports.
  • Presents annual accounting reports to court.
  • Consults with staff members, contracted workers, financial institutions, attorneys, physicians, family members, public / private agencies and others to exchange information concerning status of wards and delivery of service to wards.
  • Operates a computer to enter, modify and review data.
  • Prepares and / or generates various reports, correspondence and documentation.
  • Reviews various documentation and processes, forwards, or takes other action as appropriate.
  • Responds to requests for information or assistance.
  • Attends meetings and conferences.

  • Receives, sorts, and distributes incoming mail; prepares outgoing mail.
  • Answers the telephone and provides information.
  • Performs clerical functions such as filing, typing, sorting mail, posting checks, and completing forms.
  • MINIMUM QUALIFICATIONS

    The following are the minimum qualifications for this position. Possession of these qualifications does not ensure that an applicant will be interviewed. Applications will be reviewed in comparison with all other applications received.

    Knowledge of : Welfare and Institutions Code, Probate Code, and other pertinent laws and regulations relating to Public Guardian cases; functions and operations of a public guardian's office; the principles, practices and methods used in administering real and personal property of incompetent persons; purposes, methods and practices of financial record keeping; legal terminology, documents and procedures; counseling techniques; property management and appraisal methods and terminology; principles and techniques of effective interviewing; medical terminology and common procedures and medications; modern office methods and procedures; business English including vocabulary, correct grammatical usage and punctuation; standard office equipment; and basic computer applications and techniques.

    Ability to : Establish and maintain effective interpersonal relations with public and private agencies, staff members, and the general public; communicate effectively both orally and in writing; prepare clear and concise reports; maintain accurate records; operate standard office equipment; operate a motor vehicle; and utilize various software programs relevant to the position.

    Education and Experience : Equivalent to graduation from a four year college or university with major coursework in psychology, social services, business administration, or a related field, and one year of experience in social services or related program delivery, or any combination of education or experience that provides equivalent knowledge, skills, and abilities.

    SPECIAL REQUIREMENTS

    Essential Duties require the following physical skills and work requirements :

    Requires the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; some positions require sufficient hand / eye coordination to perform semi-skilled repetitive movements, such as typing, filing, data entry, shorthand, and / or use of calculators, ten-key adding machine, or other office equipment or supplies.

    License or Certificate : Must possess and maintain a valid California Driver's License.
