The Health and Human Services Department is seeking a Medical Billing Specialist Supervisor to join their team in the Administrative branch.
Under general direction, the Medical Billing Specialist Supervisor plans, organizes, coordinates and supervises medical billing, collections, and accounts receivable for Health and Human Services Agency (HHSA). This position also provides supervision to medical clerk staff and performs other duties as assigned.

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other related duties may be required or assigned.
- Recommend and assist in the implementation of goals and objectives; establish schedules and methods for medical billing activities; implement policies and procedures.
- Plans, directs, organizes, and reviews medical billing functions and services.
- Manages and directs the activities of staff in the performance of billing, and data analysis
- Ensure Staff accurately post payments and denials.
- Reviews and analyzes data; prepares a variety of oral and written reports and presentations; prepares policies and procedures manuals; creates organization, workload, and other charts.
- Attend meetings and trainings internally with team, with clients, and with county behavioral health and/or public health division staff.
- Support Management by analyzing reports from staff and communicating results through meetings/e-mails to help mitigate revenue.
- Monitor staff to ensure billing is processed timely, appropriately, and accurately to support accurate Client Remittance and proper revenue recognition for assigned Clients.
- Ensures staff manage incoming client inquiries to ensure timely responses and successful resolution.
- Manages billing for services to Medi-Cal, Medicare, and other insurances, ensuring that all billing strictly complies with state and federal laws and regulations.
- Coordinates activities related to area of assignment with other county departments and divisions, and with outside agencies.
- Reviews and analyzes proposed legislation and advises upper management on the potential impact, reviews statistical data and for accuracy, congruency with policy.
- Supervise, train, and instruct staff in a variety of areas and prepare performance evaluations.
- Other duties as assigned.
Ability to: Supervise, evaluate and train medical billing staff; oversee medical billing operations and develop related policies and procedures; interpret and explain billing and collections; prepare and present clear reports; read, interpret, understand and apply medical accounting standards and procedures; develop and implement policies and procedures relating to medical billing services; read, interpret and explain laws and regulations related to medical billing and collections; communicate effectively both orally and in writing; operate standard office machines.
Education and Experience: Bachelor’s degree in accounting, business, or public administration and three (3) years of increasingly responsible experience in supervising all aspects of medical billing; or any combination of experience and education.Essential Duties require the following physical skills and work requirements:
Requires the ability to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; ability to see; ability to hear and communicate orally; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as using a computer, typing, data entry or use of other office equipment or supplies; ability to operate a motor vehicle.
Disaster Service Workers: All Sutter County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and/or County.
License: May require the possession and maintenance of a valid California Driver's License.
Salary : $64,085 - $86,944
