What are the responsibilities and job description for the PROGRAM MANAGER - CLINICAL SERVICES position at Sutter County Human Resources?
The position will be in our SYBH Adult Services and oversee the following programs: Open Access/Urgent Services, HOPE FSP, Intensive Case Management, Supportive Housing Services, PATH, The Latino and Hmong Outreach Centers, as well as other services and provider contracts. We are seeking an employee who is eager to take on the challenge of integrating MH and SUDs treatment and implementing BHSA regulations.
Under direction, plans, organizes and directs a major Sutter-Yuba Behavioral Health outpatient program; provides and oversees psychotherapy, counseling and treatment services to clients with symptoms of mental illness and performs other related duties as required.

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other related duties may be required and assigned.
- Plans, organizes and directs the activities of a major Behavioral Health program. Implements, monitors and evaluates behavioral health services for clients.
- Evaluates and coordinates services between programs and provides consultation and liaison with other county agencies and community groups.
- Reviews relevant laws, regulations and guidelines issued by the state or federal government to assure compliance with these regulations.
- Supervises, trains and evaluates the work of principle subordinates.
- Prepares annual estimates of personnel, facilities and equipment needed for preparation of departmental budget.
- Develops reviews and updates program policies and procedures.
- Assesses the effectiveness of the programs and makes necessary adjustments after consultation with the Deputy Director of Behavioral Health - Clinical Services and the Behavioral Health Director.
- Assures communication with the Medical Director or designee regarding involuntary admission of patients with severe mental health problems.
- Refers clients to staff psychiatrists, psychologists or therapists as necessary.
- Plans and implements education programs for families with a member who has a psychiatric disability or for interested community members.
- Provides outpatient psychotherapy, counseling and treatment services to patients with behavioral health problems.
- Evaluates and coordinates services between programs and provides consultation and liaison with other county agencies and community groups.
- Ensures the accuracy of records pertaining to client admission, progress in therapy, discharge, utilization, peer review or other information.
- Prepares comprehensive reports related to program operations and activities.
- Prepares, reviews, and/or generates various correspondence and documentation and processes, forwards, or takes other action as appropriate.
- Maintains departmental files and records.
Ability to: Plan, organize, and direct major behavioral health programs; coordinate program objectives and policies in a diverse and complex organization; define problem areas and supervise the collection, interpretation and evaluation of data; validate conclusions, define and select alternatives; coordinate and initiate action necessary to implement recommendations; apply clinical skills effectively; direct, control and evaluate a group of subordinate employees and maintain consistency with program objectives and standards; instruct, persuade, negotiate and motivate individuals with diverse backgrounds and interests; establish and maintain effective interpersonal relations with clients, the general public and personnel at all organizational levels; work with community-based organizations involved in the care and treatment of behavioral health clients; interpret complex regulations, laws and guidelines; prepare concise, logical oral and written reports and explain policies, procedures and/or recommendations on a wide variety of program issues; communicate effectively both orally and in writing; prepare and maintain accurate records; operate standard office equipment; use a computer, related hardware and software applications in the performance of duties.
Education and Experience: Education and experience that would demonstrate the possession of the above knowledge and abilities is qualifying. A typical way to meet such qualifications is: Graduation from an accredited college or university with a Ph.D. in Clinical Psychology or related field and two years of post-graduate clinical experience; or Graduation from an accredited college or university with a Master's Degree in social work, counseling, psychology, psychiatric nursing or a related field and three years of post-graduate clinical or psychiatric social work experience; or Graduation from an accredited college or university with a degree required for a Physician Assistant or Psychiatric Nurse Practitioner and two years of experience in psychiatry; or,
Any combination of education and experience that provides equivalent knowledge, skills and abilities.Essential Duties require the following physical skills and work requirements:
Requires the ability to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; ability to think and act quickly in emergencies; effectively deal with personal danger; requires the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; ability to see; ability to hear and communicate orally; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as typing, data entry or use of other office equipment or supplies; ability to operate a motor vehicle.
License or Certificate: Current license as a Physician Assistant, Psychiatric Nurse Practitioner, Clinical Psychologist, Licensed Clinical Social Worker (LCSW), Marriage and Family Therapist (MFT), or Registered Nurse (RN). Must possess and maintain a valid California Driver's license.

Salary : $100,672 - $135,387
