We are seeking a highly-motivated individual who enjoys working in a fast-paced environment in support of our Finance Bureau. You will have the opportunity to perform professional duties primarily related to the budget preparation and monitoring for the District in accordance with Florida statutes and District policies and procedures. You will be responsible for working closely with executive and senior staff while assisting in the budget development of your assigned Bureaus.

The District supports employees who prefer flexible schedule or a remote work schedule so that they can enjoy their time outside of the District through work-life balance. This role is considered hybrid, which means the employee will be required to come on-site for periodic meetings and a minimum of three days per week, allowing the employee to work a portion of their time remotely (must live in Florida). Hybrid eligibility will be after 6 months of successful demonstration of meeting expectations. Starting Compensation:

Budget Analyst 1: $46,134.40 - $49,657.16
Budget Analyst 2: $46,737.60 - $51,422.63
Budget Analyst 3: $50,460.80 - $55,506.88

The starting salary ranges are included for the Business Process Analyst profile which reflects the minimum to approximately 13.9% of the respective pay grades. The starting salary will be based on the education and experience of the successful candidate. The District conducts annual performance evaluations that may award applicable pay increases based on positive employee performance.

Essential Functions

  • Compile and analyze current and historical budgets and forecast future budgets.
  • Generate routine and non-routine reports utilizing Microsoft Excel.
  • Effectively communicate (written and verbal) with staff at all levels of the organization using proper grammar which is essential to this position.
  • Demonstrate strong attention to detail in the preparation and review of all work products.
  • Contribute in production of various budget documents including the Recommended Annual Service Budget to the Governing Board and budget submissions to the Executive Office of the Governor and Legislature in accordance with Florida statutes.
  • Contribute in the preparation of all Truth in Millage (TRIM) forms in accordance with Florida statutes.
  • Assist Bureaus in the development of annual budget requests. This includes assisting with documentation, justification, and necessary supporting research and financial analysis for evaluation of requests.
  • Assist Bureaus in the preparation and execution of budget transfer requests consistent with Governing Board policy.
  • Utilize Crystal Reports to extract information from the ADVANTAGE Financial System and Performance Budgeting System.
  • Serve as a point of contact and provide guidance as needed for employees, customers and stakeholders on budget related matters.
  • Participate in Bureau and District projects as assigned.
  • Participate in District emergency management activities as needed.

Working Conditions

Work is mainly conducted in an office setting and consists of prolonged sitting or standing. This position requires the ability to frequently lift and carry up to ten pounds and also requires the ability to perform continuous repetitive tasks (to include keyboarding). When required to meet critical deadlines, this position may be asked to work outside the normal working hours. Employee may be subject to call-in outside of regularly scheduled work hours, or required to be on call, including on nights, weekends or holidays, to respond to emergency management activities or other incidents requiring rapid response in support of District operations.

Required Credentials for Budget Analyst Opportunities

Budget Analyst 1

  • High School Diploma or equivalent and 2 years’ experience extracting and compiling financial data in a professional work environment OR Associate's degree (or higher)
  • Valid driver's license

Budget Analyst 2

  • High School Diploma or equivalent and 6 years' related experience extracting and compiling financial data in a professional work environment OR Associate's degree and 4 years' related experience extracting and compiling financial data in a professional work environment OR Bachelor's degree and 2 years' related experience extracting and compiling financial data in a professional work environment.
  • Valid driver's license

Budget Analyst 3

  • High School Diploma or equivalent and 8 years' related experience extracting and compiling financial data in a professional work environment OR Associate's degree and 6 years' related experience extracting and compiling financial data in a professional work environment OR Bachelor's degree and 4 years' related experience extracting and compiling financial data in a professional work environment.
  • Valid driver's license

Preferred Credentials for All Budget Analyst Opportunities

  • Bachelors degree, or higher, in Accounting, Business Analytics, Finance, Management Information Systems or related field
  • Experience utilizing Microsoft Excel, Word and PowerPoint applications
  • Experience developing Crystal Reports, Power BI or similar report writing software
  • Experience utilizing financial software, including management of chart of accounts
  • Experience in the Truth in Millage (TRIM) process
  • Knowledge of governmental budgetary practices
  • Knowledge of Generally Accepted Accounting Principles

Additional Details

This position is typically scheduled to work 40 hours per week, Monday to Friday, out of the Brooksville, FL office, however some remote work may be available after 6 months of training. The Budget Analyst 1 is eligible for over time for hours worked over 40 in a week. The Budget Analyst 2-3 is eligible for compensatory time for hours worked over 40 hours in a week.

Travel Required

Yes. Infrequent travel utilizing a District vehicle within the District's coverage area.
