Direct supervision is provided by the Water Quality Manager.Responsibilities include providing direct supervision and training of Water Treatment Plant Operator I, II, and III, and the Water Treatment Plant Operator Trainee. Examples of Duties / Responsibilities Supervise staff : Establish and advise staff of performance requirements; ensure staff is trained; ensure that employees follow policies and procedures; provide support, mentoring, and coaching for performance improvement and development; observe and document performance; prepare supporting documentation and write performance reviews; conduct performance review presentations; recommend employee recognition and disciplinary action, up to and including termination, in accordance with established personnel rules, policies, and labor contract provisions. Serve as "shift treatment operator" as required for the Water Quality Department as defined by the State of California.Provide supervision of treatment plant activities to ensure that the plant operates in accordance with state and federal regulations.Respond to water treatment facility operational problems and water treatment / water quality abnormalities on a 24-hour basis.Monitor resources and requisition supplies or materials.Perform administrative activities including approving, preparing reports on monthly activities and statistics, chemicals received and used, and daily and monthly plant flows; providing written and oral reports as required, and conducting periodic reviews and revisions of operations manuals.Monitor and maintain a positive, healthy, and safe working environment.Develop and maintain records related to compliance with state and federal regulations.Coordinate plant maintenance activities with maintenance staff to avoid unplanned outages and maintain employee safety.Meet with other staff to provide input from an operational perspective on modifications, enhancements, and / or problems related to operations.Supervise and participate in the implementation of new treatment techniques to ensure compliance with all regulations involving water quality parameters.Operate water treatment facilities (surface and groundwater) including urban runoff diversion system to control flow and processing of water in accordance with all appropriate state and federal regulations.Maintain shift log and record meter and gauge readings.Operate pumps, valves, gates, engines, electric motors and other related flow, pressure control and storage facilities to control and adjust flow and treatment processes.Maintain or adjust system flow and pressure requirements, control flows to meet consumer demands including fire flow.Interpret meter and gauge readings and test results to determine processing requirements.Wash filters.Calculate and adjust chemical flow rates and other operational parameters.Monitor gauges, meters and control panels; observe variation in operating conditions.Perform routine maintenance work on the treatment plant facilities.Collect samples and perform routine laboratory tests and analyses.Respond to emergency work requirements on a 24-hour basis.Operate supervisory control and data acquisition (SCADA) system for plant status information.Serve as a member of a HAZWOPER team and ensure that chemical and hazardous material spills are handled in accordance with state and federal regulations.Review and revise operational methods within current procedures and guidelines and implement modifications.Coordinate and assist with tours of the treatment facilities.Establish and maintain effective working relationships with co-workers, customers, vendors, Board Members, and the public.Perform other duties as required. SCADA equipment and monitoring procedures.Principles and practices of proper water quality sampling.Principles and practices necessary in the operation of a water treatment facility including the operation and maintenance of surface water and reverse osmosis treatment plant equipment and machinery.Water quality regulations.Water treatment plant operating policies and procedures.Occupational health and safety procedures.Mathematical principles.Mechanical principles.Data interpretation methods.Hazardous materials and chemical safety requirements.Emergency response policies and procedures. Proper English usage, including spelling, grammar, and punctuation.Ability to : Interpret and apply environmental regulations relevant to water treatment and distribution.Interpret water quality abnormalities and identify appropriate treatment alternatives.Perform complex operational procedures, including, but not limited to plant optimzation jar tests and zeta potential monitoring.Train and supervise staff.Plan and schedule work.Perform complex operational procedures.Develop and revise written procedures based upon verbal and written instructions.Perform mathematical calculations.Perform duties as a Hazardous Materials Technician (24 hours).Understand sampling and chemical testing requirements for potable water supplies. Pass and certify as a Hazardous Materials Technician (24 hours).Understand hazardous materials and chemical safety requirements.Serve as a hazardous material responder to ensure that chemical and hazardous material spills are handled in accordance with state and federal regulations.Troubleshoot motors, pumps, and other equipment.Handle water quality complaints and other customer inquiries with courtesy and efficiency.Work effectively under pressure.Work on rotating shifts on a 24-hour / 7-day per week basis.Work around various types of animals and insects such as dogs, snakes, spiders, bees, rodents, etc.Keyboard proficiently.Communicate clearly and concisely, orally and in writing.Use interpersonal skills effectively as applied to interaction with coworkers, supervisor, the general public, etc., sufficient to exchange or convey information and to receive work direction.Education / Training / Experience : (positions in this class typically require)Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be : Equivalent to completion of the twelfth grade.It is preferable that the candidate possess a Water / Wastewater Technology Certificate or education equivalent to completion of Bachelor of Science in Chemistry, Biology, Engineering, or other related science degree, supplemented by specialized training in water treatment plant operations. Possess a Water Treatment Operator T5 certification as issued by the California State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW), or four (4) years' experience in the operation of a water treatment plant, two (2) years of which must have been at a level of a Water Treatment Plant Operator II, or equivalent, with the ability to obtain a T5 Water Treatment Operator certification within three (3) years of hire or placement into position.Licenses / Certifications - Required Conditions of Employment : Possess and maintain a valid California Class C Driver License.Maintain an acceptable, safe, and active driving record, together with proof of insurability.Possess a Water Treatment Plant Operator T3 certification as issued by the California SWRCB, DDW. Possess a Distribution Operator D2 certification as issued by the California SWRCB, DDW. Must acquire a Water Treatment Operator T5 certification as issued by the California SWRCB, DDW within three (3) years of hire or placement into position. Potential exposure to chemicals typically found in a water treatment facility.Work around and with electrical equipment.Working Hours : 9 / 80 Flex Schedule Monday - Friday, or as assigned by supervisor. Other Conditions : Employee will be required to wear safety shoes. .It is important that incumbents in this position maintain a professional and businesslike image to the public at all times : A neat, clean and pressed appearance in clothing, hair and personal hygiene is important every day. Good judgment is expected in determining proper dress and appearance.Unkempt shaggy hair is not acceptable, and all facial hair must be kept neat and trimmed. Health insurance : Option of Cigna HMO or Kaiser HMO for all full time employees and their dependents; employees share in a portion of the cost, not to exceed $35 per pay period. Vision, dental, and orthodontic insurance : Premiums 100% paid by the Authority for employees and dependents. Life insurance : Premiums 100% paid by the Authority for the employee. Optional dependent life insurance is offered at the employee's expense. Retirement : Membership in California Public Employees' Retirement System (CalPERS) with the retirement formula of 2.5% @ 55 for existing "classic" members and 2% @ 62 for "new" members. The Authority will contribute the equivalence of 24 hours of the employee's hourly rate into PARS 401(a) each fiscal year. Deferred compensation : Authority-matched employee contributions to a qualified 457 (Lincoln, National, and CalPERS) plan up to $1,500 made to the employee's 401(a) (PARS) plan. Paid Time Off (PTO) : PTO is provided in lieu of traditional vacation and sick leave benefits. PTO is accrued based on years of service, beginning at 18 work days per year up to a maximum of 35 days. 48 hours of "floating" holidays to use each year. Retiree Healthcare : At age 55 with 15 years of service the Authority pays $700 / month. The amount the Authority pays is prorated for 10-15 years of service. Payments cease after 10 years or upon reaching Medicare-eligible age. Additional benefits include tuition reimbursement, an Employee Assistance Program (EAP) and more.01 Are you 18 or older?
