POSITION SUMMARY
Under general supervision of the Planning and Community Development Director, this position will perform essential duties associated with the administration of licensing and permitting within the Swinomish Planning and Community Development Department. This position will involve a wide variety of customer service and carries out activities necessary to support the tribal licensing and permit functions. It involves field investigation, notification of violations, research, analysis, documentation and resolution of issues pertaining to compliance with the Swinomish Tribal Codes primarily as it relates to licensing, building, zoning, land use and planning.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Performs daily operation of permit and licensing processes, including the review and issuance of permits, business licenses, dental and day care licenses;
- Performs primary intake of permit applications and license applications, including reviewing information for completeness and accuracy and routing the permit information for staff review through the "Smart gov Platform";
- Review of various background information could include historical records, title status information, as well as property records could take place in order to confirm compliance with code, permits and regulations;
- Ensures all permit and license prerequisites are met and verify that applicants have obtained all necessary approvals prior to issuance;
- As the primary point of contact this position advises, and assists if needed, applicants on the requirements to complete an application;
- Prepares and maintains written correspondence to files, fee statements including any refunds, interpretation request, permit suspensions expirations and all other pertinent permit or license information;
- Maintains accurate, organized and current records, file and evidence that might be necessary to support any kind of a code enforcement;
- Prior to and after issuance of these permits this position will be performing site visits, and coordinates with the tribal plans examiner and building inspector;
- Investigates and responds to complaints regarding violation of tribal Codes; and would be responsible to notify the applicants of an actual or potential code compliance violation and corrective action required;
- Upon completion and satisfaction of all permit conditions and concurrence of support and upon issuance of an occupancy permit this position will issue a document closing the permit.
- Coordinates permit review with respective outside government agencies where needed.
- Other duties as assigned relating to this Department.
MINIMUM QUALIFICATIONS
In order to be considered for the position, applicants must demonstrate that they meet the minimum requirements for the position, as described below.
- Bachelor’s degree following a 4‐year course of study in relevant field such as: business, law, planning, or organization and management. Experience may substitute for education, where two years of relevant experience may substitute for one qualifying year of education.
- Construction background.
- Certified Permit Technical or ability to obtain certification within one year of hiring and maintain certification throughout employment
- Proven written and verbal communication skills.
- Excellent computer skills including proficiency with Microsoft Office applications and databases.
- Current and valid Washington State Driver’s License.
- Ability to pass a pre‐employment drug screen and background check.
WORK ENVIRONMENT AND TIME COMMITMENT
1. Work schedule is 40 hours per week (four ten hours in office work days). This is a full‐time position.
2. Work will be both in the field and indoors.
3. Work could require bending, lifting and carrying up to 25 pounds, walking over rough, overgrown and uneven terrain.
4. Occasional travel may be required as related to job functions and/or training opportunities.
