What are the responsibilities and job description for the HSES Manager position at Synerfac?
Maintain current working knowledge of all regulatory requirements as they affect our daily activities. Develop an intimate working knowledge of all safety, health, environmental and security regulatory requirements concerning the commodities that Kuehne manufactures, ships, and carries.
Direct facility's regulatory compliance programs including development, when required, implementation, and maintenance.
Direct and participate in company safety processes to include process hazards analysis, pre-startup safety reviews, compliance audits, development and review of Management of Change requests and issuance of safety-related work orders.
Ensure all safety, environmental, and security reporting requirements are met.
Assist all departments in complying with HSES policies and procedures.
Review company standard operating procedures and ensure their compliance with ISO / RC and other requirements.
Initiate work orders for safety-related tasks and issue them to appropriate personnel.
Direct facility"s ISO / RC certification program including participation in internal audits and scheduling of and participation in external ISO / RC audits. Design follow-up and response to any nonconformance issues uncovered and assure response is effective.
Assure compliance with all established written regulatory compliance plans. Prepare newly established plans and revisions to existing plans and administer implementation. Review plans periodically to ensure relevance and compliance with any recent rule changes. These plans include Discharge Prevention and Control and Countermeasures, Risk Management, Process Safety Management, Storm Water, Security and Spill Prevention, Control and Countermeasures. Maintain company SDS documents.
Assist with safety audits of customer facilities to ensure a safe working environment is available and all safety and security concerns are addressed. Provide technical and regulatory compliance direction to customers when appropriate.
Investigate accidents, incidents, injuries and near misses with supervisors and hourly employees. Prepare reports outlining findings and recommendations for corrective actions. Assist other Departments in completing thorough investigations. Identify and implement effective corrective and preventive actions.
Oversee all training programs and coordinate all training activities with supervisors and managers. Assure that recurring drills and exercises, including evacuation, emergency response, and security, are conducted at required intervals.
Conduct New Employee HSES Orientations for new hires and Contractor HSES Training.
Manage the hazard communications program for employees and the community.
Manage the site safety committee program. Develop minutes and institute improvements when warranted.
Assure that the personal protective equipment program is fully implemented and observed by all employees and visitors.
Oversee any facility storm water and wastewater programs to include sampling, obtaining necessary permits and forwarding required reports.
Participate in any specific task groups as directed by the HSES Director. Participate in local and regional trade groups, consortiums, and task groups when appropriate.
Manage environmental permit programs and complete reporting for Title V and other air emission permits, permits to construct, Tidelands permits, etc.
Responsible for management of site Workers Compensation claims; work with Department Managers and physicians to determine return to work strategies.
Frequently walks through all Departments especially during maintenance repairs to assure HSES compliance.
Support Emergency Response activities.
Job Requirements
Bachelor's degree in environmental safety, Occupational Safety, and Health or related field required.
Five years of experience in managing safety and environmental activities in an industrial manufacturing facility.
Extensive knowledge of environmental regulations and policies.
Strong working knowledge of production processes.
Working knowledge of EPA pesticide program elements including federal and state pesticide registration and registration maintenance.
Working knowledge of formulation of construction, land use, and air quality permitting and maintenance of these permits.
Knowledge of DE state pollution prevention regulations including familiarity with DPCC and DCR Plans and SPCC programs.
Knowledge of ISO certification requirements (ISO 9001, RC 14001).
Knowledge of USDOT safety regulations, placarding, hours of service, etc.
Knowledge and management of EPA, PSM, and RMP programs.
Knowledge of OSHA general industry standards and process safety management standards.
Knowledge of facility security and anti-terrorism programs (TWIC, SVA, MARSEC. CFATS, etc.).
Excellent analytical and problem-solving skills.
Effective oral and written communication skills.
Proficient in Microsoft Office Suite or similar software.
Effective computer skills and knowledge of commonly used MMS Office software.
Requires interaction with all levels of company employees and frequent contact with Maintenance Supervisor, Plant Management, and upper management. The position is multi-tasking with changing priorities.
Must be able to pass a 10 panel controlled substance testing and random testing after that.
Must be able to pass a background investigation check and maintain in good standing order, as per TSA"s TWIC criteria.
Maintain Method 9 Visible Emissions Certification if required by state regulations.
