Position: Defense Support to Civil Authorities (DSCA) Cell Manager
Reports To: Operations Manager

General Function
Mission Essential Position. Manages daily operations of the DSCA cell, provides DSCA subject matter expertise (SME), and supports Domestic Operations (DOMOPS) desk functions.
Major Activities (Typical Duties/Responsibilities)
- Develop policy, procedures, and conduct operational analysis of data processing equipment to ensure readiness. Provide 24/7 emergency response to DSCA cell for activation and alert notifications.
- Maintain appropriate secure facility training, documents, and access list. Provide quarterly DSCA cell and IT training to current staff and new EPLOs.
- Coordinate with Tyndall and AFNORTH staff for DSCA cell maintenance and information technology requirements required to execute the DSCA mission.
- Publish operational documents, rosters, and contact lists to the AFNORTH portal. Activate NSEP recalls in support of disaster and exercise scenarios.
- Assist IT staff with issuing, maintaining, and tracking laptop computers, personal wireless communications devices, and broadband wireless cards.
- Provide technical and training support during events, new hire orientation, and the National Joint EPLO Workshop. Provide SME to EPLOs and staff as required.
- Monitor the NSEP web-based tools for content accuracy, update data, provide mission information, and coordinate procedures to improve mission reporting.
- Review and comment on DOD and service regulations, instructions, plans, and procedures. Compile and resolve comments from the NSEP staff for review by the NSEP Director.
- Direct and perform command and control (C2) activities of the CONR-1AF(AFNORTH) Anti-Terrorism (AT) Cell.
- As a member of the Domestic Operations (DOMOPS) Desk, coordinate with internal and external SMEs regarding incidents and activities that affect USAF assets within the USNORTHCOM AOR.
- Within the DOMOPS activity, coordinate, implement, and execute processes associated with the Commander's Critical Information Requirements including drafting executive summaries, building and presenting briefings, and initiating CONR-1AF(AFNORTH) Commander Directives.
- Monitor all information systems and activities available to the DOMOPS Desk to include web sites, instant messaging/chat, communications systems, resources, and equipment statuses. Compile, coordinate, and forward information summaries to CONR-1AF(AFNORTH) leadership.
- Handle process, draft, edit, and review Law Enforcement Sensitive materials.
- Produce summary reporting slide data for Search & Rescue (SAR) operations.
- This may be a 24/7 resource during contingencies. Overtime, travel, and shift work may be required.
- Other duties as assigned.
Skills/Abilities
- Clear understanding of and ability to follow emergency action checklists/procedures.
- Knowledge of Anti-terrorism and Force Protection procedures and experience implementing or ensuring compliance with AT-FP measures.
- Ability to gather data from multiple sources, filter pertinent data, prepare and present information and decisional briefings to senior leaders.
- Detailed knowledge of desktop applications including word processing, spreadsheet, internet browsers and search engines, electronic mail, and database programs.
- Secret Security clearance required.
- Drug Screen and Background Check: pass with ability to maintain throughout employment
Minimum Experience
- Bachelor's degree in a related field, or the equivalent experience.
- Minimum of eight years' work related experience or five years recent experience gained through direct service in the military or government ranks.
