MANDATORY QUALIFICATIONS
Minimum of seven (7) years of broad, extensive, and increasingly responsible experience applying PM principles, methods, techniques, and tools. At least four (4) years of that experience must have been as a Senior PM of one or more large or complex information technology (IT) projects.
Three (3) years of experience in Next Generation 9-1-1.
Possession of a bachelor's degree
Possession of a valid Project Management Professional (PMP) certificate from the Project Management Institute (PMI)
Additional qualifying experience may be substituted for the required education on a year-for-year basis.
The PMP certification is required and may not be substituted with additional experience.
DESIRABLE QUALIFICATIONS
Minimum five (5) years of experience with complex Internet Protocol (IP) networks that deliver voice and other data elements.
Minimum seven (7) years of experience with project planning and analysis, milestone tracking, and status reporting.
Responsibilities :
The Senior PM has full responsibility to manage and oversee all aspects of the pre-migration and migration plans by making recommendations to Cal OES. This includes, but is not limited to, communicating with both external Prime Network Service Provider (PNSP) and Region Network Service Provider (RNSP), interacting with department leadership, agency secretaries at the user agency, State control agencies, and individuals of similar status and capacity in the private sector. The Senior PM shall collaborate and support Cal OES Project teams.
The Senior PM shall monitor and track all project activities to ensure the PNSP and RNSPs are including the details that must be addressed to ensure the project is completed on time. The Senior PM shall advise Cal OES of any gaps in the plan. The Senior PM must have an understanding of the components of the NG 9-1-1 deployment and be able to approach the integration of the different components like a Systems Integrator. The Senior PM shall make recommendations to Cal OES on how to achieve project outcomes by leading the following efforts :
Project management of pre-migration and Originating Service Provider (OSP) migration plans and schedule for the NG 9-1-1 vendors, Public Safety Answering Point (PSAP), OSPs, and Cal OES.
Develop, modify or provide input to project plans.
Implement project plans to meet objectives.
Coordinate and integrate project activities.
Manage, lead or administer project resources.
Monitor project activities and resources to mitigate risk.
Implement or maintain quality assurance processes.
Make improvements, solve problems or take corrective action with the pre-migration and migration plans.
Give presentations or briefings on all aspects of the pre- migration / migration plans.
Participate in phase, milestone, and final project reviews.
Compile data and make recommendations for Branch policy pertaining to NG 9-1-1.
Ensure Cal OES has data needed to track progress of the project.
