The Construction Surveillance Technician’s primary function is to provide day to day security in support of Sensitive Compartmented Information Facility (SCIF) & Special Access Program (SAP) construction efforts to include demonstrated knowledge of Intelligence Community Directive (ICD) 705.
A Mid-level person within a labor category has three (3) or more years of experience performing work related to the labor category functional description. A Mid-level person typically performs all functional duties independently.
Performance Shall Include:
- Assesses, identifies and communications recommendations for improvements of policies, procedures, or systems.
- Identifies threats, vulnerabilities, and potential risks.
- Drafts security incident reports and briefs government and civilian agencies including military senior leaders.
- Manages uniformed escort personnel and associated logs; assigns, trains, briefs site security duties and ensures timely reporting of security incidents to site lead.
- Follow and enforce customers’ Standard Operating Procedures (SOP).
- Perform miscellaneous administrative support functions as directed by the contractor site lead and/or the Senior Security Representative.
- Shall conduct inspections of materials being delivered for utilization in construction of secure spaces.
- Will photograph and continuously monitor the construction of secure spaces and document all steps in order to support final accreditation packets.
Be able to clearly articulate and communicate to senior government officials to include excellent writing capabilities.
Qualifications
Experience:
- Bachelor’s Degree in the stated discipline or 6 years of additional work experience related to the labor category functional description may be substituted for a Bachelor’s Degree or an Associate’s Degree plus 4 years of additional work experience related to the labor category functional description may be substituted for a Bachelor’s Degree.
- Security Fundamentals Professional Certification (SFPC) counts towards 3 years of experience.
- Special Program Security Certification (SPSC) counts towards 5 years of experience.
- Maximum equivalent experience for SPED Certifications is no more than 5 years.
Knowledgeable on Intelligence Community Directive (ICD) 705 (on SCIFs and compliance with uniform IC physical and technical security requirements)
