The Capture Manager is responsible for developing all opportunity capture functions, including planning and leading all proposal preparation, development coordination, and production activities. This role requires a seasoned and trained leader who deeply understands how to effectively develop and manage a winning Government Federal capture/proposal team. The successful candidate will possess strong negotiation and interpersonal skills and the ability to work with internal and external stakeholders at all levels. Willingness and ability to work long hours when required. Exceptional organizational skills and excellent oral and written communication skills required.
S³ is a prime and subcontractor on multiple contracts servicing the aviation, missiles, and space community. This position services these contract vehicles as a minimum and is responsible for adding additional contract vehicles. Customers include AVMC, MDA, PEO Aviation, PEO Missiles & Space, SMDC, and NASA.
· Responsibilities:
- Identify opportunities for business expansion, and develop and manage relationships in strategically identified markets that further business activities by the corporate strategic plan.
- Develop, maintain, and tailor corporate capability briefs to address client issues, concerns, and risks.
- Conduct regular searches of websites listing RFP schedules and releases.
- Develop the Capture Management Plan (CMP), maintain its currency, and brief its status to Leadership quarterly.
- Present status of CMP for Bid/No Bid Decision to the bid board at critical funding milestone decision points.
- Develop a database of competitors.
- Develop a database of potential subcontractors, NAICS, strengths, weaknesses, and additional RFP-related data.
- Negotiate Non-Disclosure Agreements (NDA) and Team Agreements (TA).
- Provide writing support for the proposal manager and conduct color reviews.
- Develop a database of competitive pricing.
- Maintain reports of customer, client, partner, and competitor meetings and discussions.
- Provide a monthly status report to the CEO relative to the strategic capture plan schedule of activities.·
Qualifications:
- Master’s degree and 10 years of experience with US Department of Defense contracts.
- At least 15 years of experience in business development for DoD contractors for technical services.
- At least 10 years of experience in a senior capture of business with DEVCOM AVMC.
- Must be clear of any form of non-compete related to the DEVCOM AVMC.
- Must have functioned for at least 8 years as a corporate-level business development team element.
- Must have received training in the Shipley Proposal Process.
- Will have led a significant capture effort with a value of over $50M in the last 5 years.
- Will have managed multiple capture activities simultaneously.
- Will have followed a capture plan by executing the final RFP process to a contract award.
