Military experience is a plus. This is not a teleworking position.
This position is contingent on the award of a contract.
The Program Manager shall be responsible for the overall performance of the work, with full authority to act for the contractor on all program matters relating to the daily operation of this contract. The Program Manager ensures the efficient execution of security cooperation and assistance programs in alignment with U.S. government policies and objectives.

Responsibilities
- Serve as the primary point of contact for the government, responsible for all aspects of contract execution and program performance.
- Exercise full authority to make decisions on behalf of the contractor regarding program operations, personnel management, and resource allocation.
- Oversee daily program activities, ensuring compliance with contractual obligations, regulations, and U.S. government security cooperation policies.
- Coordinate and communicate with senior U.S. government officials, foreign partners, and stakeholders to support security assistance and armaments cooperation initiatives.
- Led and managed a team of professionals, guiding security assistance and cooperation programs.
- Develop and implement program strategies, policies, and processes to enhance efficiency and effectiveness.
- Ensure accurate reporting, documentation, and adherence to regulatory and policy requirements.
- Monitor program performance, conduct risk assessments, and implement corrective actions as needed to meet program goals.
- Provide subject matter expertise in security assistance, foreign military sales (FMS), and armaments cooperation.
- Maintain an in-depth understanding of U.S. and partner nation security cooperation requirements, policies, and priorities.
- Bachelor's Degree with a minimum of ten (10) years of experience in security assistance, security cooperation, and/or armaments cooperation.
- Strong leadership, decision-making abilities, excellent communication, and stakeholder engagement skills.
- In-depth knowledge of U.S. security cooperation programs, foreign military sales (FMS), and international defense relations.
- Ability to manage complex programs and coordinate with multiple agencies.
- Familiarity with DoD policies, regulations, and procedures related to security assistance.
- Experience working with the Defense Security Cooperation Agency (DSCA), DASA-DEC, or related DoD security cooperation organizations.
- Knowledge of international arms transfer policies and security cooperation agreements.
- Experience in managing large-scale government contracts and working with foreign defense partners.
- Be able to travel 20% both domestically and internationally.
