Job Description:

The Financial Improvement and Audit Readiness (FIAR) Subject Matter Expert (SME) will be an expert in International Affairs and Foreign Military Sales (FMS) processes. This role supports the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA-DEC) under the Consolidated Security Cooperation Requirements Contract (CSCRC). The SME will leverage two or more years of experience in Department of Defense (DoD) financial management, accounting, and auditing to enhance compliance with Government Auditing Standards (GAGAS) and Financial Improvement and Audit Readiness (FIAR) initiatives.

Key Responsibilities:

  • Support Financial Improvement and Audit Readiness (FIAR) efforts related to Foreign Military Sales (FMS) and International Affairs financial operations. 
  • Assist in identifying and resolving internal control weaknesses in compliance with DoD Financial Management Regulations (FMR), Generally Accepted Accounting Principles (GAAP), and Government Auditing Standards (GAGAS). 
  • Evaluate financial processes and transactions to ensure accuracy, transparency, and compliance with applicable DoD policies. 
  • Provide financial analysis and audit support for Security Cooperation financial operations, ensuring accurate and timely financial reporting. 
  • Conduct audit readiness assessments, internal control testing, and remediation efforts for DoD financial statements related to international programs. 
  • Support Foreign Military Sales (FMS) financial management, including the review of Letters of Offer and Acceptance (LOAs), Trust Fund accounting, and financial reconciliation. 
  • Develop and present audit findings, corrective action plans, and process improvement recommendations to senior leadership. 
  • Collaborate with DoD agencies, program managers, and financial stakeholders to enhance financial integrity and reporting accuracy.

Qualifications & Experience:

  • Bachelor’s Degree in finance or accounting. 
  • Minimum of two (2) years of experience in DoD financial management, accounting, or auditing. 
  • Knowledge of Financial Improvement, Audit Readiness (FIAR) methodology, and Government Auditing Standards (GAGAS). 
  • Familiarity with Foreign Military Sales (FMS) financial processes, Security Assistance programs, and International Affairs financial operations. 
  • Experience applying DoD Financial Management Regulations (FMR), Generally Accepted Accounting Principles (GAAP), and audit remediation processes. 
  • Proficiency in analyzing financial transactions, conducting internal control reviews, and preparing financial reports. 
  • Strong communication skills with the ability to brief senior leadership on financial findings and recommendations. 
  • U.S. Citizenship and an active DoD Secret Clearance (or ability to obtain one).

Preferred Qualifications:

  • Experience working with DASA-DEC or other Security Cooperation organizations. 
  • Experience supporting Foreign Military Sales (FMS) case financial management. 
  • Certified Defense Financial Manager (CDFM), Certified Public Accountant (CPA), or Certified Internal Auditor (CIA) is highly desirable. 
  • Familiarity with DoD financial systems such as the General Fund Enterprise Business System (GFEBS), Defense Integrated Financial System (DIFS), or Case Management Control System (CMCS).
