Job Summary
Provides Communications System (CS), operational direction and guidance to the Pacific Fleet, CS support to the Fleet Command Center and Maritime Operations Center, CS deliberate planning for the Pacific Fleet and CS readiness assessment for the Pacific Fleet.
Telework is TBD. Travel is required.
Responsibilities and Duties
Provides Information Technology (IT) Project Planning, Stakeholder Management, Risk Management, Budget and Resource Management, IT Mission Strategy Alignment, Quality Assurance and holistic Command & Control (C2) Subject Matter Expertise. Support seamless communication and data flow across the COMPACFLT organization and partners. Coordinate integration and modernization requirements of the full range of technologies in support of operations and exercises. Relevant technologies include RADIANT MERCURY, GCCS-J, GCCS-M, AIS, LMMT, MITM, MTC2, C2BMC, WEBSKED, and DEPSKED. Perform research and provide technical information to the DFC Director, FCC Technical Director, and Fleet JICO/JDNO regarding current and upcoming Data Fusion and COP sharing technologies. Participate in conferences and technical demonstrations. Develop reports as required. Coordinate system maintenance, upgrades, and installations with engineers and technicians. Advise on planning and management of the maritime joint data network within the INDOPACOM Theater of operations. Advise DFC Director and Fleet JICO/JDNO on viability and implication of Operations Tempo upon the C2 systems. Identify requirements for multi-Tactical Data Link (TDL) related architecture to communication planners. Identify multi-TDL interoperability requirements. Participate in planning efforts for the placement and integration of strategic data link nodes. Plan for and coordinate the integration and interoperability of intelligence support systems. Coordinate RADMERC Data Owners Guide (DOG) configuration changes. Research maritime JDN architectures and provide efficiency recommendations to the MOC DFC Director and JICO/JDNO. Coordinate COP/JDN/TDL modernization upgrade tracking and upgrades within the PEO process and provide impact assessments of impending Fleet/MOC technology upgrades to operations. Coordinate theater level maritime database management. Supervise the technological requirements and functions of the Data Fusion Center. Support and interface with cyber protection requirements teams as required. Prepare formal messages and/or assemble complete staff packages. Attend and coordinate COP, TDL, and JDN planning forums. Identify possible network and system enhancements and develop/execute project plans as directed by COMPACFLT. Provide in-depth technical training and guidance to the military and civilian IT personnel including oversight of IT-specific tasks. Research approved hardware, interface with appropriate vendors, and provide documentation for procurement to include IT Procurement Request (ITPR) and draft Statement of Work (SOW). Research, plan, and coordinate installation of new devices and technologies for foreign partners.
Qualifications and Skills
Required knowledge and years of experience
Must have at least five (5) to ten (10) years of experience. Must be knowledgeable in IT systems and networking, C2 systems utilized in the DFC/JDN environment, management of IT systems infrastructure and related processes, Navy procurement, and MS Office Products.
Education Requirements
Bachelor’s Degree in Management Information Systems (MIS), Project Management, or a related field is preferred.
Certifications
Current Sec , CISSP or equivalent.

Salary
The minimum salary starts at $140,000 and the max is negotiable based on experience.
