We are looking for an Air Operations Command and Control Manager in Tucson, AZ.
**This is a temporary position and will end approximately September 30, 2024**
SUMMARY
The primary purpose of this position is to provide C2 management of aircraft or flying operations and subject matter expertise for all facets related to the USAF Command and Control (C2) structure.
RESPONSIBILITIES:
- Provide the Director of Operations or higher government supervisor with subject matter expertise on the joint air operational and tactical command and control construct
- Plan, manage, track, and execute all associated air operational C2 coordination tasks for RF-R or other Detachment One training events in accordance with (IAW) the JELC or Joint Task Capability
- Assist Detachment government staff with scenario scripting and development IAW JELC
- Manage logistical requirements for all aerial assets tasked to participate in RF-R
- Liaise with Points of Contact (POC) from units tasked to participate in RF-R
- Production of all background papers, briefs, and reports as directed by Detachment government.
- Ensure all required Air Operations support, planning, and execution tasks are completed in the following functional areas per USAF RF-R Training Program Accreditation and Review Report (27 January 2012): Scenario Development, Scripting, and C2 for Combat Search & Rescue, Fighter Rescue Escort, Attack Helicopter Rescue Escort, Survival Evasion Resistance Escape, Nonconventional Assisted Recovery, Special Operations Integration, Joint Integration, Interagency Integration, Austere Forward Operating Location Environment, Re-integration, Communications Interoperability, and Security Cooperation.
- Coordinate with the Intelligence Manager to provide operational LVC inputs and data for all aircraft and flying operations into the Master Scenario Exercise List.
- Coordinate with the Red Intelligence and Targeting Manager and OPFOR/SITFOR Managers to execute threat replication supporting flying operations.
- Coordinate with Ground Operations Manager for SERE to ensure Over the Horizon (OTH) communications suitability
- Replicate the Combined Air Operations Center (CAOC) and Joint Personnel Recovery Center (JPRC) construct within the JECG during exercise execution. Develop, script, coordinate and push all CAOC, JPRC, and CSEL LVC outputs based off the scenario.
- Focal Point for all aspects of SPINS development in coordination with Ground Operations and Intelligence Managers
- Develop, coordinate and publish exercise ATO/AOD products.
- Monitor and manage the air operations C2 during exercise execution to ensure operations and communications run efficiently and effectively under any circumstance.
- Ensure USAF Continuous Process Improvement (CPI) techniques utilized in all JELC stages to ensure RF-R organizational learning in JELC Stage 5, capturing emerging future operational capacities, and coordinate with Lessons Learned manager to incorporate data into JELC Stage 1
- Develop, coordinate and publish Airspace Control Orders (ACOs), Airspace Control Plans (ACPs), Frequency Allocation Plans (FAPs), Air Concept of Operations (CONOPs)
- Develop and execute multiple MDS TTPs in an LVC construct and by voice to accurately replicate capabilities, to include, but not limited to DCA, OCA, and SEAD/DEAD assets.
- Primary Airspace Scheduler
- Primary Modeling and Simulation manager
- Develop and execute Dynamic Targets on request by any air platform or at the direction of the Airboss or Director of Operations
- Primary liaison with local Datalink mangers to develop and execute a distributed architecture
- Setup and attend all data compilation portions of debriefs to ensure accurate timeline of events from notional assets and white cell injects
- Other duties as required to facilitate exercise or Detachment One requirements.
Requirements
EDUCATION and EXPERIENCE
- 7 Years of USAF experience
- Demonstrated experience with management of aerial assets during Large Force Exercise (LFE) execution to include airspace management, scenario development and scripting, Air Tasking Order/Air Operations Directive (ATO/AOD) development, Special Instructions (SPINS) development, requirements assessments, planning, and logistics support
- C2 experience at the operational or tactical levels and familiarization with the joint operational C2 structure and the air component tactical air control system.
- Strong interpersonal communications skills and the ability to work on a multi-disciplinary level in coordinating requirements from other functional representatives
- Experience and understanding of exercises, PR training events, air operations, policy, doctrine, Techniques, Tactics, and Procedures (TTP), training, and DoD, Interagency, and international capabilities
- Strong experience with integrating Live, Virtual and Constructive (LVC) entities into a greater war concept
- JT-101 Course or higher in order to coordinate on all aspects of Tactical Data Links
- Demonstrated experience with various Modeling and Simulation software systems
- Understanding of latest AFTTP 3-2.6: Joint Application of Firepower (JFIRE)
- Extensive knowledge of latest AFTTP 3-2.8: Air Control Communication (ACC).
- Understanding of International Civil Aviation Organization (ICAO) Airspace Structure
- Understanding of a variety of MDS TTPs for accurate replication
- Top Secret/SCI Clearance required.
