Job Summary:
The Exercise Coordinator will support the Michigan National Guard (MING) in planning, developing, coordinating, and executing domestic operation exercises, including the Northern Exposure (NE) exercise and other key training events. This role involves working with military and government personnel to ensure exercise design, scenario development, event synchronization, and execution align with mission objectives. The Exercise Coordinator will also oversee the Joint Exercise Life Cycle (JELC) process, manage exercise planning meetings, and engage with stakeholders such as emergency management agencies, National Guard units, and other partners.
Key Responsibilities:
- Exercise Planning & Coordination:
- Manage the Joint Exercise Life Cycle (JELC), ensuring timely execution of exercise milestones.
- Plan and facilitate Initial, Mid, and Final Planning Meetings (IPM, MPM, FPM).
- Develop and implement exercise control structures, injects, and scenario scripting.
- Coordinate with stakeholders, including National Guard units, emergency response agencies, and other partners.
- Ensure training venues, personnel, and resources are prepared for exercise execution.
- Scenario & Inject Development:
- Design exercise scenarios and Master Scenario Event Lists (MSEL).
- Facilitate rehearsals and simulation integration to ensure realistic training environments.
- Support role player coordination and scenario execution.
- Execution & Control:
- Act as Exercise Control (EXCON) lead, overseeing all moving parts of the exercise.
- Monitor real-time events, adjust injects as needed, and synchronize exercise flow.
- Support live, virtual, and constructive (LVC) training integration.
- After Action Review (AAR) & Lessons Learned:
- Collect observations, analyze performance data, and facilitate AAR sessions.
- Develop AAR reports with key findings and recommendations for future exercises.
- Maintain knowledge management and documentation of exercise outcomes.
Required Qualifications:
- Education:
- Bachelor’s degree in a relevant field (Emergency Management, Military Science, Homeland Security, or related discipline) is preferred. Equivalent experience will be considered.
- Experience:
- Minimum 5 years of experience in exercise planning, military training, or emergency management operations.
- Experience coordinating Command Post Exercises (CPX), Situational Training Exercises (STX), and/or Full-Scale Exercises (FTX).
- Knowledge of Defense Support to Civil Authorities (DSCA) operations and National Guard training environments.
- Experience working with NORAD-USNORTHCOM, National Guard, or other military agencies preferred.
- Technical Skills:
- Proficiency in exercise management systems such as APAN, WebEOC, JELC methodologies, and MSEL tools.
- Familiarity with Incident Command System (ICS), National Response Framework (NRF), and National Incident Management System (NIMS).
- Strong communication, organizational, and problem-solving skills.
