About the Property Specialist role:
The Property Specialist supports Tacoma Housing Authority’s (THA’s) strategic and operational objectives by ensuring that THA’s properties are safe, enjoyable places to live, efficient to operate, good neighbors, attractive assets to their neighborhoods and fully compliant with all governing program rules. The Property Specialist ensures maximum occupancy of housing units, directs or coordinates response to emergencies, and sustains successful residency.
What You'll Do:.
- Manage tenant relations and foster a sense of community including responding to resident concerns, assist and/or lead regular tenant meetings and work with tenants to organize community activities.
- Verify and re-verify, as necessary, relevant information of annual income, family composition, eligibility, and allowable deductions and allowances. Assure complete and accurate information by accepted verification methods; send, receive and confirm third party verification.
- Screen new residents in accordance with program policies and enter in to lease contracts with residents, perform background checks with police, courts, and credit references regarding entire family.
- Calculate and collect rent (pro-rating as needed), determine, and collect security deposit, recording individual payments in a computerized system.
- Perform move-in and move out inspections and orient new residents upon initial occupancy. Review lease requirements and operating procedures with all new residents and follow up as appropriate, accompany tenants to units to offer units.
- Assume property maintenance responsibilities including ordering repairs, inspecting the condition of building, etc.
- Conduct home visits on prospective tenants to assess housekeeping and other abilities, conduct property site walks as needed.
- Work with residents to access social services as needed. work closely with Client Services staff to engage and assist families at risk for eviction and other lease violations.
- Maintain a highly proficient knowledge of detailed federal leased housing regulations; specifically, Federal Section 8 and Section 8 Voucher Programs. Low Income Housing Tax Credit (LIHTC) program as well as working knowledge of portability procedures and the Family Self-Sufficiency Program.
Who You Are:
- Associate’s degree required; directly relevant experience may substitute for degree.
- 2 or more years’ property management work experience, preferably in affordable housing, tax credit properties.
- Housing experience preferred.
- Depending upon assignment, a WA driver’s license with acceptable driving record and auto insurance may be required.
- Thorough knowledge of federal conventional and leased housing regulations.
- Knowledge of procedures and practices pertaining to the selection process, eligibility criteria, rental and income limitations contained in assisted housing programs, preferred.
