Project Manager - Business Division

Job Description and Responsibilities

Tactica Solutions, LLC is seeking an experienced and qualified Project Manager for a Systems Engineering & Technical Assistance (SETA) contract supporting the U.S. Army Space and Missile Defense Command (USASMDC) Office of the Deputy Chief of Staff, Engineer (DCSENG) for facilities engineering & sustainment and environmental planning & compliance on Redstone Arsenal, Alabama.

Duties and Responsibilities

• Provide technical oversight to one or more projects assigned within the Engineering and Construction, Environmental, and/or Business Division.
• Lead and manage cross-functional integrated project teams from project inception through post closeout activities.
• Provide accurate and relative input to project reports, status update briefs, and Program Management Reviews (PMR).
• Coordinate with subcontractors, vendors, and suppliers, as needed.
• Prepare Statements of Work (SOW), create and review Performance Work Statements, develop Contract Data Requirements Lists (CDRL), Requests for Proposal (RFP) documentation, and review Independent Cost Estimates (ICE).
• Submit timely and accurate CDRLs including, but not limited to, Monthly Status Reports, Spend Plans, Budget Forecasts, Project Status Update Briefings, and Trip Reports.
• Conduct comprehensive reviews of professional studies, reports, and analyses.
• Provide technical and/or administrative recommendations to resolve issues in a timely and fiscally responsible manner.
• Lead preventative and corrective action efforts, conduct root cause and statistical analyses and report findings.
• Identify, monitor, and control risks, determine probability and consequences and recommend appropriate elimination, transference, mitigation, or acceptance strategies.
• Establish, collaborate, and maintain professional relationships with internal and external stakeholders.
• Other duties, as assigned.

Compensation Minimum: $90,000

Compensation Maximum: $120,000

Requirements

• Bachelor's degree from accredited college or university in Engineering or Construction Management.
• Minimum of five (5) years of relevant Operations/Project/Program Management experience (cost, schedule, and performance) supporting customer(s), preferably within the U.S. Department of Defense (DOD) community.
• Experience providing timely and accurate contract deliverables (e.g. monthly status reports, trip reports, slide presentations, project updates, integrated master schedules, etc.).
• Proficient working in a demanding and flexible environment and demonstrated ability to effectively organize, prioritize, delegate, and multi-task.
• Excellent written, oral, and interpersonal communication skills.
• Must be highly proficient using MS Office software applications (Word, Excel, PowerPoint, SharePoint, Project, Teams, Outlook) with the capability to coordinate with and brief military, USG, subcontractor, vendor and supplier personnel.
• Capable of planning, participating and leading conference calls, technical interchange meetings, impromptu updates, and prepare comprehensive meeting minutes.
• Ability and willingness to occasionally travel (domestic and international) in support of customer requirements.
• May be required to obtain and maintain a U.S. government issued security clearance at the appropriate level for the duration of the contract Period of Performance. U.S. citizenship is required to be eligible for a security clearance.
• Project Management Professional certified.

Preferred Qualifications

• Ability to measure scope of work performance using Earned Value Management (EVM) techniques and an understanding of EVM concepts including Planned Value (PV), Earned Value (EV), Actual Costs (AC), and Estimate/Budget at Completion (EAC/BAC).
• Familiarity with construction activities, reviewing drawing specifications, facility management, quality, safety and inspections.
• Knowledge of U.S. Army rank and grade structure, and government civilian pay scale equivalencies, regulations, and other organizations specific to the USASMDC.
• Experience participating in the Business Development process; Gate Reviews, Request for Proposal (RFP) input, Statements of Work (SOW) and Contract Data Requirements List (CDRL) development.
• Understanding of SRM and O&M funds.
• Facility Management Professional.
• Active security clearance with current investigation, a plus.

Physical Requirements: Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to thirty (30) pounds as necessary.
