Overview
We are currently seeking a Mission Toolbox Lead to support the Distributed Experimentation Environment (DE2) by managing Mission TB development personnel, adhering to project requirements, and maintaining corresponding alignment to other DE2 toolboxes and Vanguard Forces Development Environment (VFDE) software applications.
Responsibilities
Essential Functions/Job Duties:
Serve as the lead for the DE2 Mission Toolbox (MTB) team Lead
Provides programmatic support to the Distributed Experimentation Environment (DE2) Mission Tool Box project.
Day-to-day management of the MTB team (make sure tickets are getting updated and work is being completed on time)
Report status to DE2 lead on a weekly basis
Develop documentation to assist in training other teams both within and outside of the program
Sustain working knowledge of MTB software to assist MTB team with development tasking as needed
Assist with DE2 Productization-related tasking, to include process/methodology definition, software development, and user support as needed
Maintain working knowledge of Mission Toolbox architecture and its integrations with the other toolboxes and the Data
Layer in order to field MTB-related questions from other teams
Provide technical demos to NIWC leadership as required
Provide day-to-day management of resources, schedule and tasking of the Mission Toolbox Team.
This includes supervising the development, planning and execution of events in accordance with the overall program schedule.
Ensure continuous training of the team is conducted to ensure all members supporting Mission Toolbox Team have the required skill set to autonomously perform any task, as required by the test program.
Supports the program in the development and briefing of mission strategies, concepts, approaches, training, and status material in various settings.

- Laptop Computer and peripheral equipment
Typical Working Conditions:
General office environment with USG provided NMCI Computer and peripheral equipment
TEA Corporate laptop will be provided at the discretion of Executive Management
A classified environment
Essential Physical Tasks:
- Ability to lift 10 lbs. on an occasional basis.
Possibility of Domestic travel up to 15% of the time by automobile, air, etc.
Ability to use a personal computer, keyboard and mouse on a consistent basis
Written Communications:
- Strong working knowledge of Microsoft Office.
- Clear translation of thoughts into technical reports. plans and correspondences.
Verbal Communications:
- Demonstrates excellent clear and concise verbal communication skills.
- Active communicator - giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate.
- Supports the briefing of mission strategies, concepts, approaches, training, and status material in various settings.
Qualifications
Skills/Qualifications:
Two plus (2 ) years of experience as a software engineer
Two plu (2 ) years management experience
Proficiency in C and Java
Ability to represent successful completion of work in Agile Management systems (e.g. Jira, Confluence, GitLab)
Strong problem-solving skills
Ability to prioritize and execute tasks in a high-pressure environment
Demonstrated ability to analyze and develop system requirements, concept of operations, high level system architectures and design documents
Modeling and Simulation experience
Experience with Distributed Interactive Simulation (DIS) network protocol
Experience debugging using WireShark
Comfortable working with both Windows and Linux
Customer Interface Activities:
- Interfaces with customer and other contractor/civilian/military representatives utilizing clear and effective written and oral communication skills.
- Uses independent discretion to develop an effective client to customer communication process involving stakeholder identification, planned communication, efficient information distribution, and managing expectations.
Project Management / Staff Supervision Tasks:
Follows Government, company, or project processes and approval methods. Ability to follow clear established process and team priorities.
Contributes to the project team and/or manages a project task.
Experience working together with teams from several departments to facilitate the orderly execution of a proposed project plan
Work Schedule:

Able to efficiently adapt to new priorities.
This includes effectively multitasking project responsibilities with an awareness to support changes as needed.
The ability to work non-standard work hours and schedules in support of project requirements.
Travel required to support test events (4 weeks per year)
Minimum Education Requirements:
- Bachelor of Science in Computer Science, EE, IE, ME, Physics, Information Systems, or Information Technology
Required Certifications:
- IAT Level 1
Pay Scale: $90,000.00 to $120,000.00 annually, DOE
U.S. Citizenship is required
Security Clearance:
Candidates must have an active TS/SCI clearance OR the ability to obtain a US Government security clearance, and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
