We are seeking Surveillance Role Players (SRPs) to support a USMC MAGTF Counterintelligence Course by conducting discreet, real-world surveillance exercises. SRPs will provide vehicular and on-foot surveillance across urban and rural environments within the municipal limits of Virginia Beach, Chesapeake, and Norfolk, VA. Surveillance Role Players will execute realistic surveillance operations to enhance student learning by providing active engagement, real-time observations, and detailed reporting.
This is a temporary independent contract position aligned with the following course schedules:

Key Responsibilities:
- Conduct Discreet surveillance (both vehicular and on-foot) in various urban and rural environments.
- Provide mobile surveillance coverage of each student five times in a nonconsecutive 45-day training cycle for classes of up to 45 students.
- Conduct one 90-minute on-foot surveillance operation per student within Norfolk, VA.
- Execute demonstration surveillance coverage for up to 8 teams of 6 students, following them in vehicles and on-foot while relaying real-time surveillance calls and observations to instructor staff.
- Submit daily surveillance reports (format provided by course staff) summarizing surveillance coverage times, locations, and student activity.
- Adapt surveillance activities based on instructor direction to optimize student training and learning.
- Provide feedback and recommendations to improve training efficiency and surveillance coverage.
- U.S. military, Law Enforcement, and government experience strongly preferred, with emphasis with:
- USMC Sensitive Activities, Special Operations, or HUMINT collection backgrounds.,
- Equivalent experience in other service branches or government agencies, such as NCIS, AFOSI, CID, Army CI, FBI/DOJ, state and local police, is acceptable and encouraged as well.
- Prior certification in surveillance, reconnaissance, or intelligence gathering is highly desirable. Certification examples include Counterintelligence Surveillance Course, Counter-Surveillance/Surveillance Detection Course, MAGTF CI/HUMINT Course, Source Operations Course, Advanced Foreign Counterintelligence Operations Course, ASOT Level III Course, Defense Advanced Tradecraft/DHATC/MOTC/ASOC Course family, Field Tradecraft Course family, High Threat Meeting Course, Ubiquitous Technical Surveillance course family, etc. Related surveillance certifications from JCITA, HTJCOE, FLETC, and other law enforcement entities are acceptable.
- Proficiency in making and executing standard numerical surveillance calls over a communications system in real time is highly desirable.
- Ability to conduct low-profile surveillance while maintaining discretion in real-world environments.
- Must be able to operate vehicles safely in urban, suburban, and rural settings while maintaining surveillance awareness.
- Strong observational and reporting skills, with the ability to articulate key findings clearly.
- Ability to adapt to changing mission requirements and respond to real-time instructor feedback.
- Must be comfortable with outdoor activities, physical movement, and prolonged periods of observation.
