Job Description

Our client, a provider of family support and assistance to individuals with developmental disabilities in the NY area, is seeking a Chief Financial Officer (CFO) to lead the agency’s financial strategy and operations. The CFO will oversee financial activities, including budgeting, reporting, forecasting, and risk management, while supervising the accounting, technical, and compliance functions. Working closely with the CEO and senior leaders, the CFO will ensure regulatory compliance, optimize financial performance, and align financial practices with the organization’s mission. This role also involves mentoring the finance team, fostering continuous improvement, and communicating financial insights to the board and stakeholders to drive the agency’s growth and sustainability.

Key Responsibilities

  • Directs the preparation of all financial statements, including income statements, balance sheets, and tax returns. Collaborates and supervises the Organizational Fiscal Year Budgets with Senior Leadership and Finance team.
  • Monitor business performance with tracking tools, establish corrective measures as needed, and prepare detailed reports for the management team, and the rest of the agency.
  • Develop, review, and implement policies and procedures for the department’s financial operations.
  • Ensures compliance with professional accounting standards, rules, regulations, and laws by directing, supervising, and facilitating the preparation and maintenance of required and appropriate financial records, monthly and annual financial reports, and all other financial reporting as may be required by federal, state, local agencies, or established accounting standards.
  • Supervise the Chief Technical Officer and Chief Compliance Officer, including oversight of Risk Management. This includes ensuring that risk management strategies are in place and effective, and that both departments are aligned with the organization's overall goals and compliance requirements.
  • Coordinate with other department heads to ensure that financial strategies and operations align with overall organizational goals. This includes collaborating on budgeting, forecasting, and financial planning to support the agency's strategic objectives.
  • Lead and develop the finance team, providing mentorship and professional development opportunities. This involves setting performance goals, conducting regular evaluations, and fostering a culture of continuous improvement.
  • Identify and mitigate financial risks. This includes developing risk management strategies, conducting regular financial audits, and ensuring that the agency's financial practices are robust and resilient.
  • Drive financial performance through strategic planning and analysis. This involves analyzing financial data, identifying trends and opportunities, and making recommendations to improve financial performance.
  • Collaborate with external stakeholders. This includes engaging with financial institutions, auditors, regulatory bodies, and other external partners to ensure compliance, secure funding, and support the agency's financial health.

  • Proven management, supervisory, and leadership skills to develop, coach, motivate, and manage staff effectively.
  • Strong analytical, organizational, and strategic planning skills, with expertise in financial analysis, data-driven methodologies, and trend identification.
  • Proficiency in database and accounting software systems, with substantial budget acumen and financial expertise.
  • Advanced knowledge of risk management, including the ability to assess, mitigate, and implement strategies to manage financial risks effectively.
  • Expertise in OPWDD-funded programs and Self-Directed Fiscal Intermediary Contracts.
  • Commitment to continuous improvement through business process re-engineering, innovative technology, and organizational change management.
  • Comprehensive understanding of regulatory compliance and governance, ensuring adherence to laws, regulations, and best practices.
  • Excellent written, verbal, interpersonal, and collaboration skills for effective communication and teamwork with stakeholders.
  • High integrity and ethical standards, emphasizing confidentiality, honesty, and alignment with organizational values.

Education And Experience Requirements

  • Master's degree in business administration, Accounting, or Finance required.
  • Certified Public Accountant designation preferred.
  • Eight to ten years of experience in fiscal management required.
  • Understanding of advanced accounting, regulatory issues, and tax planning
  • Experience in Contracts Administration and Medicaid Funded Programs
