Job Title: Program Manager - Florida PALM Integration Program
Location: Tallahassee, Florida (onsite)

Introduction: We are seeking a highly skilled and experienced Program Manager to lead and oversee the Florida PALM Integration Program, a complex initiative involving the integration of multiple systems across state agencies. The ideal candidate will bring extensive project management expertise, particularly in managing large-scale, multifaceted integration programs. This individual will be responsible for coordinating various stakeholders, managing documentation, and ensuring the success of the Florida PALM program through strategic planning, execution, and continuous oversight.
Key Responsibilities:
- Program Oversight and Management:
- Provide leadership and oversight for the Florida PALM Integration Program, ensuring all systems and state agencies are properly aligned and integrated.
- Ensure that all program objectives, deliverables, and milestones are met on time and within budget.
- Documentation and Deliverables Management:
- Develop and maintain Program Management documentation including:
- System inventories, strategic documents, white papers, contracts, MOUs, and all other required deliverables.
- Project Management Plan: Outline how the project will be planned, executed, monitored, controlled, and closed.
- Project Schedule: Develop and maintain an up-to-date project schedule with activity definitions, sequencing, duration estimates, milestones, and resource allocations. Update biweekly.
- Risk Management Plan: Develop and maintain a risk management plan including a risk register with qualitative and quantitative analyses, as well as risk response strategies. Update biweekly.
- Issue Register: Maintain a register of project issues and update regularly.
- Deployment and Implementation Plan: Ensure proper deployment strategies and implementation planning are in place.
- Test Plans: Develop and maintain testing strategies, including a defect management plan.
- Communications Management Plan: Create and maintain a plan to manage communications with all stakeholders.
- Action Items Register: Track and manage action items from meetings, reviews, and discussions.
- Status Reports: Prepare and submit status reports based on the established reporting schedule.
- Monthly Budget and Expenditures Reports: Prepare and review monthly budget reports and manage expenditures as per requirements.
- Research and Analysis:
- Conduct research on existing systems and related technologies to inform integration planning and strategy.
- Perform data field and mapping activities to support integration between systems.
- Create research papers and white papers summarizing findings and analysis.
- Prepare and deliver presentations as required.
- Collaboration and Communication:
- Coordinate and collaborate with state agencies, IT teams, and other stakeholders to ensure project success.
- Lead and facilitate meetings with key project stakeholders and team members.
- Ensure clear, concise, and timely communication to ensure stakeholders remain informed of project progress.
Requirements:
- Education:
- Bachelor’s degree from an accredited institution.
- Certifications:
- Active Project Management Professional (PMP) certification.
- Experience:
- A minimum of 10 years of project management experience, particularly in managing complex integration projects involving multiple systems and stakeholders.
- Extensive experience in managing state-level programs or large-scale government initiatives.
- Experience with the Florida Planning, Accounting, and Ledger Management (PALM) system, or the State of Florida Accounting Information Resource (FLAIR) system, is highly desired.
- Skills and Abilities:
- Strong proficiency in project management software, scheduling tools, and risk management systems.
- Ability to manage cross-functional teams and ensure timely, high-quality project delivery.
- Excellent organizational, communication, and leadership skills.
