Job Summary: Talent Software Services is in search of a Business Analyst for a contract position in St. Paul, MN. The opportunity will be one year with a strong chance for a long-term extension.
Position Summary:
* All licensing, permitting, and inspections for compliance for Environmental Health
* Current-state process mapping
* Minimal custom development
* Elicitation of future-state requirements
* Future-state process documentation including roles/responsibilities (within out-of-the-box system constraints)
* Integration with GIS
* integration with Enterprise Cash Receipting Management (ECRM) and Finance systems Out-of-Scope
* Project management
* Solution Evaluation
* Vendor Management
* Organizational Change Management
Primary Responsibilities/Accountabilities:
* Understands the business drivers and expected business outcomes.
* Builds trust-based relationships with stakeholders.
* Collaborates with key stakeholders.
* Defines approach and performs activities to "Client and document current-state processes, roles, and responsibilities.
* Develops use cases.
* Develops test scripts.
* Collaborates with vendor's project manager, RC project manager, and the project team to align requirements with out-of-the-box functionality.
* Determine/define integration with GIS, ECRM, and Finance processes and systems.
* Track and facilitate the remediation of defects (dev/test/prod environments)
* Logs and follows-through to disposition risks, action items, issues, and decisions.
* Develops and submits status reports.

Qualifications:
* B.S. or B.A. degree (4 year) (or Associates degree plus an additional 5 years' experience)
* 5 years experience in a business analysis role for systems replacement initiatives
* Experience in discovering and documenting currentstate and collaboratively architecting future-state processes
* Ability to work independently
* LOCAL Candidates Preferred (work will be hybrid)
Preferred:
* Experience in the BA role for Tyler Technologies license and permitting platform (formerly known as enerGOV).
* Experience as a Business Analyst in state, county, or city governments or non-profit sector
* CBAP, PMI-PBA, or other business analysis certification
