QUALIFICATIONS:
Alabama Certification in School Administration
Doctorate in School Administration Preferred; minimum Educational Specialist Degree in School Administration
Minimum 3 years successful Central Office administrative experience

JOB GOAL: Assist the Superintendent in the leadership tasks of developing, achieving, and maintaining the best possible instructional programs, facilities and other related services.
PERFORMANCE RESPONSIBILITIES:
Serve in the absence of the Superintendent as chief administrative officer on matters related to instruction and personnel.
Attend school board meetings and prepare such reports on instruction and other programs as the Superintendent may direct.
Serve in liaison capacity to the office of the school board attorney for instruction, curriculum and personnel.
Assist in the determination of instructional programs needed by the system as perceived by the staff and principals. Make appropriate recommendations to the Superintendent.
Prepare drafts of needed policies, administrative regulations, and management systems related to instruction and personnel for the Superintendent’s review. Provide subsequent interpretation to staff, students, employees, and the community at large.
Monitor and enforce school system compliance with instructional policies and personnel policies prescribed by statute, judicial standard, and/or federal, state, or local education agencies.
Confer with staff and principals on instructional matters and personnel matters as designated by the Superintendent.
Represent the school system at federal, state, civic, professional meetings, and events as requested by the Superintendent.
Keep current with educational developments and the literature in the field. Participate in the state and national professional societies devoted to the advancement of education.
Provide organization, coordination, and supervision for personnel services and related services including the monitoring and enforcing of school system’s personnel policies and regulations prescribed by statute, judicial standard, and/or federal, state, or local education agencies. Keep up-to-date with changing laws and personnel policies, practices, and procedures.
Coordinate personnel contracts for principals and other identified personnel when applicable as directed by the Superintendent.
Establish appropriate computer records including a data base of all applicants for instructional positions.
Coordinate preparation of salary schedules.
Oversee and submit all federal and state budgets as assigned.
Coordinate the planning, designing, and implementation of the instructional school improvement program for the school system. Ensure compliance with federal, state and local policies for instruction.
Ensure compliance with federal, state and local requirements for school improvement planning for district accreditation.
Ensure that extra-curricular activities and field trips align with core instructional principles and school improvement activities.
Collaborate in the planning and facilitate professional development for continuous school improvement based on the needs of students and personnel. Ensure coordination of Title I, Title II, and Title VI with state and local resources in the professional development program.
Coordinate with colleges/universities regarding Certification Programs and compliance with teacher certification.
Coordinate the development and implementation of a staff development program based on the instructional needs and curriculum components of the school system including a professional development management system.
Keep abreast of governmental statutes, regulations, and rules relating to personnel administration, and advise interested parties of the provisions of the law including “Wage and Hour” guidelines and restrictions.
Assist in the development and maintenance of a current policy manual for the school system and interpret appropriate policies and regulations to the staff.
Assist with the development of job descriptions for new staff positions and coordinate the periodic review and revision of existing job descriptions.
Assist with the development and implementation plan for technology integration.
Any other duties that may be assigned by the Superintendent.
EVALUATION: Performance of the job will be evaluated in accordance with provisions of the Board's policy on evaluation of professional personnel.
