osition Description

Under general supervision of the Executive Director is responsible for the efficient and effective operation of the Tallahassee Housing Authority's Housing Choice Voucher Program including tenant selection, certificate voucher issuance, HQS inspections, and continued eligibility and landlord tenant relations. Directs and supervises these activities in accordance with Housing Authority policies and procedures and HUD guidelines and requirements. Responsible for assisting in the development of division budgets and ensures programs are implemented within budget parameters. To the extent possible, assures performance norms are met or exceeded. When thresholds cannot be met, strategies will be developed that would progress toward meeting the performance thresholds.

Major Duties and Responsibilities

Individuals may perform other duties as assigned including work in other functional areas to cover absences or relief, to equalize peak work periods or otherwise balance the work load.

1. Directs all Housing Choice Voucher Program operations and assures that staff under his/her supervision meets or exceeds established performance norms.

2. Ensures that the Authority's policies and procedures as well as HUD requirements and guidelines are being observed in the day-to-day activities.

3. Holds regular staff meetings at least monthly for ongoing training and coordinative purposes.

4. Conducts accurately and timely performance evaluations on subordinates annually or sooner if needed.

5. Handle employee issues such as disciplinary problems, grievances, etc.

6. Ensures personnel are kept fully informed of all pertinent Housing Authority and HUD policies and regulations.

7. Prepares weekly, monthly, and annual reports for the Director of Federal Programs, Executive Director, and Board of Commissioners.

8. Conducts a Public Housing Choice Voucher education/informational program for landlords.

9. Performs quality control inspections and site visits and inspections on a regularly scheduled basis.

10. Recommends to the Executive Director major changes in the form, size and methods of Housing Choice Voucher operations to meet the changing conditions and requirements. Recommends changes to the Authority's Administrative Plan as necessary.

11. Assists in the preparation of division budgets.

12. Operates within the budget parameters.

13. Performs other duties as assigned.

Required Knowledge and Abilities

1. Knowledge of the general operations and procedures of a Public Housing Agency (PHA).

2. Knowledge of the purposes, policies, and regulations of the Housing Choice Voucher Program as established by HUD.

3. Knowledge of the local, state, and federal laws governing Housing Choice Voucher Program and other subsidized housing programs operated in the state of Florida including applicable CFR 24 citations, health and fire regulations, landlord/tenant regulations, and evictions.

4. Knowledge of the regulations affecting the Housing Choice Voucher program and ability to properly interpret the terms of the Authority's Administrative Plan.

5. Knowledge of report preparation and procedures and a demonstrated ability to prepare and evaluate professional and technical reports, grant applications, and other documents.

6. Knowledge of modern office equipment including copiers, personal computers, mainframe terminals, calculators, facsimile machines, etc.

7. Knowledge of Microsoft Word at the beginner level and Excel at the beginner level.

8. Ability to understand, act on, and interpret policies, regulations, and procedures as set forth by the Housing Authority and/or HUD.

9. Ability to plan, organize, and develop a wide variety of operational and management programs and procedures.

10. Ability to monitor, and achieve objectives through skillful delegation of duties.

11. Ability to manage other employees and to explain organizational policies, rules, regulations, and procedures.

12. Ability to evaluate performance of subordinates accurately and timely, correct deficiencies, guide, replace, and assign personnel.

13. Ability to write program narratives, budgets, statistical and other supporting data and the ability to develop policy and procedure manuals for various programs.

14. Ability to assist in planning, promoting, and evaluating housing and housing-related programs.

15. Ability to prepare and ideas in a clear and concise manner, both orally and in writing.

16. Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, contractors, participants, HUD, and local, state, and federal officials; ability to communicate with people from a broad range of socioeconomic backgrounds.

17. Ability to work productively in less than ideal conditions, e.g. noise, high traffic areas, etc.

Physical requirements

14. Level of manual dexterity sufficient to allow for operation of typewriter, terminal keyboard, telephone, facsimile machine, calculator, etc.

15. Ability to move, handle, or lift small objects around desk area, e.g. computer printouts, reports, calculator, pencils, legal pads, etc.

16. Ability to physically inspect all types of rental housing units.

17. Ability to bend, stoop, kneel, crawl and lift moderately heavy objects.

Minimum Education, Training, and/or Experience

18. Graduation from an accredited four-year college or university with major course work in Management, Public Administration, or related field, with 5-7 years of experience in subsidized housing and/or property management.

19. Five years of management supervisory experience in federally subsidized housing.

20. Any equivalent combination of education, training, and experience which, in the sole determination of the Housing Authority, constitutes the required knowledge and abilities.

Special Requirements

21. Must possess a valid Florida driver's license.

22. Must be bondable.

23. Must have a working knowledge of Microsoft Word at the beginner level and Excel at the beginner level.

24. Criminal background checks will be performed on all applicants.

25. Safe and productive workplace, this offer is contingent upon your successful completion of a drug screen, and criminal background check.

Performance Norms

The following performance norms are to be utilized as a method for evaluating performance of the employee(s) in this classification. The norms highlight the required performance indicators and are not intended to be the sole indicators of employee performance. Performance will be evaluated annually as well as on an ongoing basis through daily supervision and random quality control inspections. Performance norms represent the minimum requirements for the position Documented performance in excess of the norms may qualify the employee for merit pay and failure to meet performance norms may result in disciplinary actions, including, but not limited to, dismissal.

26. Required reports are thorough, concise, and timely 95% of the time.

27. Executive Director's directives are implemented according to established timeframes 95% of the time.

28. 50058 forms are computed accurately and in a timely manner 95% of the time. Errors are corrected and resubmitted accurately and in a timely manner 98% of the time.

29. Ensures through effective management that rent reasonableness is documented for units leased (at initial leasing and annually thereafter) according to THA policy 95% of the time.

30. Ensures through effective management that 100% of reexaminations for participating families are completed within the 12-month time frame.

31. Ensures through effective management that HQS inspections are completed within 7 days of the receipt of the Request for Lease approval 95% of the time.

32. Ensures through effective management that units under HAP contract pass HQS before the beginning date of the lease term 100% of the time.

33. Ensures through effective management that HAP payments are terminated in accordance with the Administrative Plan if violations are not corrected 100% of the time.

34. Ensures through effective management that 95% of assigned units, as budgeted for the last completed Authority fiscal year are under contract.

35. Ensures that 80% of the mandatory FSS slots are filled.

36. Ensures division expenditures do not exceed 100% of the approved budget. Strives to operate within 98% of the budget.

Job Type: Full-time

Pay: $103,584.00 - $127,395.00 per year
