The IET/IELCE Implementation Specialist is a contract position through Tallahassee State College (TSC), working in collaboration with the Florida Department of Education (FDOE) to support the development and implementation of Integrated Education and Training (IET) and Integrated English Literacy and Civics Education (IELCE) programs across the state. Stakeholder Collaboration and Technical Assistance
- Collaborate with educators, administrators and policymakers to gather input on IET/IELCE needs and foster a collaborative approach to improving adult education outcomes.
- Provide technical assistance to local providers on developing and implementing IET/IELCE programs, services and activities aligned with the Workforce Innovation and Opportunity Act (WIOA).
- Respond to stakeholder inquiries, providing clear guidance on IET/IELCE policies, procedures and program requirements.
- Assist the Director of IET in creating and executing strategic plans to expand access to high-quality IET/IELCE programs aligned with labor market needs.
- Provide guidance to local providers on aligning program designs with state and federal requirements.
- Maintain spreadsheets for tracking program deliverables, contacts, and compliance-related information.
- Actively participate in communications to promote awareness and understanding of the importance of IET/IELCE programs in adult education.
- Assist in developing compelling and professional webinar content and deliver webinars to effectively communicate program requirements and best practices.
- Collaborate with internal teams and external partners to identify webinar topics and collect participant feedback to enhance content and delivery methods.
- Stay current with research, best practices and developments in IET/IELCE and adult education.
- Identify statewide professional development needs related to IET/IELCE and assist in the creation and delivery of training sessions to enhance educators' understanding of program practices.
- Attend professional development events to maintain expertise and support state initiatives.
- Manage assigned Program Improvement Plans (PIPs) to ensure compliance, timely submission and alignment with state and federal objectives.
- Create templates, disseminate guidelines and provide agencies with clear instructions and support for completing PIPs.
- Track agency progress, review submissions, provide constructive feedback and analyze PIP processes to recommend improvements.
- Participate in the management, reviewal and compliance process for state and federal grants as assigned.
- Review and evaluate IET/IELCE program applications for compliance with WIOA requirements, including contextualized instruction, workforce preparation activities and occupational training.
- Provide detailed feedback to applicants, highlighting strengths, areas for improvement and compliance concerns.
- Collaborate with monitoring teams to assess program implementation and support ongoing compliance efforts.
- Work with the Director of IET and other teams to update IET program number appendices and contribute to the design of an IET dashboard for tracking program outcomes.
- Analyze data related to program performance and trends to inform decision-making and program improvement efforts.
- Demonstrate proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) for creating, analyzing, and presenting reports and data.
- Assist with the development, training and dissemination of Florida's State Plan for Adult Education and Family Literacy, ensuring alignment with WIOA.
- Support the implementation of the State Plan and collaborate with state and federal agencies to promote alignment with broader workforce and education initiatives.
- Support local providers in aligning IET/IELCE programs with labor market demands and high-demand career pathways.
- Facilitate partnerships with workforce boards, employers and training providers to strengthen program outcomes.
- Plan and organize the format and publication of technical assistance papers, State Plans and other key documents.
- Performing revisions and word processing of correspondence, memos, reports and other office documents from rough draft and finalized copy for IELCE activities.
- Prepare materials for meetings, workshops and conferences.
- Participate in in-service training activities to support professional growth and align with the department's goals and objectives.
- Contribute to the department's initiatives that promote high-quality programs that allow students to enter remain, and or advance in the workforce in high-demand, high-wage jobs.
- Perform other related duties as assigned to support state priorities for adult education and workforce development.
- Assist in preparing travel arrangements for the Director and team, including booking accommodations, coordinating itineraries and ensuring compliance with state travel policies.
- Maintain detailed records of travel and expense transactions for the Director and contract positions, tracking allocated funds and expenditures to ensure sufficient resources are available to perform essential tasks throughout the fiscal year.
- Monitor budget usage and provide regular updates to leadership on remaining funds to support planning and prioritization of activities.
- Attendance is an essential function of this position.

- A minimum of 2 years of experience in administrative work.
- Knowledge of federal IELCE and IET guidelines.
- Knowledge of Florida Department of Education Adult Education curriculum frameworks.
- Knowledge of correct spelling, punctuation and grammar usage.
- Ability to use Excel to analyze, sort, merge and manage data.
- Ability to communicate clearly and effectively both orally and in writing.
- Attention to detail and strong organizational skills.
- Computer applications (Microsoft Office) and other office operation technology skills.
- Ability to produce accurate and timely information under tight timeframes, balance multiple and competing priorities and maintain goal-oriented behavior and performance expectations.
- Possess a valid driver's license and the ability to travel.

General Terms of Employment
- Position Structure: This is a contract position administered by Tallahassee State College (TSC). Hired personnel will adhere to the position description provided by FDOE, and any changes must be approved by FDOE leadership.
- Compensation and Benefits: This is a non-bargaining unit professional staff position with a 40-hour work week. Salary is based on education and experience and includes benefits through TCC.
- Work Hours: The Department's standard business hours are 8:00 AM to 5:00 PM, Monday through Friday. Flexible work schedules require prior approval from FDOE leadership.
- Holidays and Leave: The State of Florida's paid holiday schedule, as outlined in Section 110.117, Florida Statutes, applies. Attendance and leave policies follow the State of Florida guidelines, including approved annual, sick, compensatory, and other relevant leave.
- Work Location: Contract employees will report to the Ralph D. Turlington Education Center, 325 West Gaines Street, Tallahassee, FL 32399. Attendance will align with the State of Florida's emergency and holiday closure schedule, subject to the Governor of Florida's orders.
- Travel Requirements: Some in-state and out-of-state travel may be required. The employee will also assist in preparing travel arrangements and tracking expenses for the Director and other contract positions to ensure proper allocation of resources throughout the year.
