GENERAL DESCRIPTION
Under the general direction of the Director of Construction, The Senior Construction Project Manager is responsible for the managerial and administrative oversight of new construction projects, focusing on large-scale or complex initiatives that may involve budgets. This role includes planning, organizing, directing, and executing projects while managing construction progress and ensuring the implementation of overall design specifications. This role will evaluate design elements, develop recovery schedules as needed, and assess project risks, working collaboratively with team members to enhance safety and quality standards. Additionally, the Senior Construction Project Manager will interact with consultants, engineers, vendors, and regulatory agencies, representing the Authority's interests while maintaining confidentiality during contract negotiations. This position allows for considerable independent judgment in the technical aspects of multiple high-priority tasks.
ESSENTIAL FUNCTIONS
- Responsible for their subordinate employee's welfare and care, individual training in the conduct of their duties and mentoring.
- Reviews subordinates work performance, conducts open and honest performance check-ins, appraisals, initiates corrective action or discipline as necessary.
- Ensures subordinates meet authority standards in personal appearance, maintains and accounts for equipment as instructed.
- Oversee the planning, organizing, directing, and execution of large-scale construction projects, ensuring adherence to design specifications and budget constraints.
- Develop and manage effective communication strategies with key internal and external stakeholders throughout the project lifecycle.
- Track and monitor compliance with both State and Federal programs, ensuring all project activities meet regulatory requirements.
- Manage the contractor's pay application approval process, negotiating the contractor's Schedule of Values to ensure accuracy and compliance.
- Provide leadership for the airport's construction program, guiding day-to-day operations, administration, and decision-making processes.
- Develop and implement new policies and programs to effectively monitor contract adherence and project performance.
- Represent the Authority during weekly and monthly meetings with contractors, designers, and other stakeholders to discuss project progress and address any concerns.
- Oversee project inspectors to ensure compliance with contract requirements and maintain continuity throughout the construction process.
- Collaborate with and manage the Program Manager and their team to ensure alignment on project goals and objectives.
- Supervise Construction Project Managers, ensuring that all Policies and Procedures are consistently met and followed.
- Coordinate with tenants and other departments to provide timely notifications regarding any service impacts or interruptions related to construction activities.
- Evaluate design elements and assess project risks, developing recovery schedules as necessary to mitigate potential delays.
- Interact with consultants, engineers, vendors, and regulatory agencies to represent the Authority's interests effectively.
- Maintain confidentiality during contract negotiations and sensitive project discussions.
- Utilize independent judgment in the technical aspects of multiple high-priority tasks to ensure project success and stakeholder satisfaction.
- Regular and reliable attendance is required as an essential function of the position.
