GENERAL DESCRIPTION

Under the general direction of the Director of Construction, The Senior Construction Project Manager is responsible for the managerial and administrative oversight of new construction projects, focusing on large-scale or complex initiatives that may involve budgets. This role includes planning, organizing, directing, and executing projects while managing construction progress and ensuring the implementation of overall design specifications. This role will evaluate design elements, develop recovery schedules as needed, and assess project risks, working collaboratively with team members to enhance safety and quality standards. Additionally, the Senior Construction Project Manager will interact with consultants, engineers, vendors, and regulatory agencies, representing the Authority's interests while maintaining confidentiality during contract negotiations. This position allows for considerable independent judgment in the technical aspects of multiple high-priority tasks.

ESSENTIAL FUNCTIONS

  • Responsible for their subordinate employee's welfare and care, individual training in the conduct of their duties and mentoring.
  • Reviews subordinates work performance, conducts open and honest performance check-ins, appraisals, initiates corrective action or discipline as necessary.
  • Ensures subordinates meet authority standards in personal appearance, maintains and accounts for equipment as instructed.
  • Oversee the planning, organizing, directing, and execution of large-scale construction projects, ensuring adherence to design specifications and budget constraints.
  • Develop and manage effective communication strategies with key internal and external stakeholders throughout the project lifecycle.
  • Track and monitor compliance with both State and Federal programs, ensuring all project activities meet regulatory requirements.
  • Manage the contractor's pay application approval process, negotiating the contractor's Schedule of Values to ensure accuracy and compliance.
  • Provide leadership for the airport's construction program, guiding day-to-day operations, administration, and decision-making processes.
  • Develop and implement new policies and programs to effectively monitor contract adherence and project performance.
  • Represent the Authority during weekly and monthly meetings with contractors, designers, and other stakeholders to discuss project progress and address any concerns.
  • Oversee project inspectors to ensure compliance with contract requirements and maintain continuity throughout the construction process.
  • Collaborate with and manage the Program Manager and their team to ensure alignment on project goals and objectives.
  • Supervise Construction Project Managers, ensuring that all Policies and Procedures are consistently met and followed.
  • Coordinate with tenants and other departments to provide timely notifications regarding any service impacts or interruptions related to construction activities.
  • Evaluate design elements and assess project risks, developing recovery schedules as necessary to mitigate potential delays.
  • Interact with consultants, engineers, vendors, and regulatory agencies to represent the Authority's interests effectively.
  • Maintain confidentiality during contract negotiations and sensitive project discussions.
  • Utilize independent judgment in the technical aspects of multiple high-priority tasks to ensure project success and stakeholder satisfaction.
  • Regular and reliable attendance is required as an essential function of the position.

120,0000 based on experience

REQUIRED FOR ALL HCAA JOBS

  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency / disaster.
  • Complies with all HCAA Policies, Procedures, and Standards.
  • Performs other duties as assigned.
  • QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

  • Bachelor's Degree in Construction Management, Engineering, Architecture or related degree
  • Eight (8) years of experience in construction management.
  • T wo (2) years of supervisory experience.
  • Or equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted below.
  • Must possess a valid, current Florida Driver License at the level required for the position when operating an Authority vehicle or driving on behalf of the Authority.
  • KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of construction project management principles, including planning, organizing, directing, and executing large-scale initiatives.
  • Knowledge of applicable State and Federal regulations, ensuring compliance throughout all project activities.
  • Knowledge of budget management practices and techniques for overseeing large construction project budgets.
  • Knowledge of design specifications and construction methodologies to evaluate design elements effectively.
  • Skill in developing and managing effective communication strategies with internal and external stakeholders.
  • Skill in negotiating contractor agreements, including the approval process for pay applications and Schedule of Values.
  • Skill in leadership and team management, providing guidance and support to project teams and inspectors.
  • Skill in risk assessment and mitigation strategies, enabling the identification and management of potential project risks.
  • Ability to develop and implement policies and programs for monitoring contract adherence and project performance.
  • Ability to represent the Authority effectively in meetings with contractors, designers, and regulatory agencies.
  • Ability to coordinate with tenants and departments to ensure smooth operations and timely notifications regarding construction impacts.
  • Ability to maintain confidentiality during sensitive negotiations and project discussions.
  • Ability to utilize independent judgment in making technical decisions related to multiple high-priority tasks.
  • Ability to evaluate project progress and implement recovery schedules as necessary to meet deadlines.
  • Ability to foster a collaborative work environment, ensuring alignment on project goals and objectives among all team members.
  • Ability to analyze and interpret construction documents, contracts, and specifications for effective project management.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with others within and outside the Authority.
  • Ability to handle restricted, sensitive, and confidential information.
  • Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
