Job Summary
Job Summary: Job incumbent provides leadership and direction for the Community and Infrastructure Development Department, developing and implementing goals, strategies and programs to build strong sustainable communities in accordance to the strategic plan and resolutions through supporting Tribes to develop their infrastructure and economic sovereignty, which includes supporting energy, broadband, housing, community infrastructure, and climate change. Incumbent will plan, direct, coordinate, monitor and evaluate the day-to-day operations of the Community and Infrastructure Development Department. Incumbent will collaborate with programs throughout TCC to determine the best approach to address the infrastructure needs TCC’s Tribes face.

Essential Functions

Representative Duties: Under the general supervision of the Executive Director of Tribal Government and Client Services, job incumbent:
1. Manages the daily operations, direction and supervision of the Community and Infrastructure Development, including monitoring program activities, initiatives, resolutions and organizational plans. Assist staff in developing and executing short-term and long-term strategic plans for program services.
2. Evaluates internal organizational structure and program design to best meet the needs of tribes and improve future outcomes and collaborates throughout TCC to advance programs.
3. Oversees the project management of multiple, and often large-scale, multi-year projects to ensure they are done within budget, compliance and timelines. Utilizes project management tools, forecasts future work and needs, problem solves issues and barriers and understands current and future capacity needs.
4. Fosters external partnerships to solve problems and to identify new opportunities on infrastructure and economic development, including government agencies, schools, labor organizations, non-profits, businesses and civic/community groups.
5. Develop and monitor program budgets and expenditures, ensuring compliance with contracts or grants.
6. Monitors and evaluates the needs of TCC Tribes and stays current on political and or legislative activities. Develop white papers framing positions and summarizing key issues.
7. Track, interpret and report identified trends, gaps, and other data pertaining to infrastructure, climate change or economic development.
8. Research and develop sources of funding and revenues to support infrastructures.
9. Produce written reports and position papers as well as oral reports and presentations.
10. Assists TCC and member tribes in identifying and analyzing effective uses of funds, and future infrastructure and economic development funding and grant opportunities.
11. Assists in the planning for identified major development or economic projects, including coordinating and overseeing preparation of surveys, appraisals, economic feasibility plans, financing plans, environmental documents, design plans and other technical studies required for planning, design and development of these projects.
12. Writes and/or oversees the writing of grants to support programs and Tribes on infrastructure, economic development, climate change, green energy, or other community development opportunities.
13. Write and complete program reports and presentations to Tribes, convention, boards, the business community or as requested.

Minimum Qualifications
Minimum Qualifications:
1. Bachelor’s degree in economics, business, finance or a closely related field OR equivalent combination of experience and training which provides the required knowledge, skills and abilities.
2. Five (5) years progressively responsible professional experience in business and/or economic development.
3. Three (3) years’ experience working with tribal governments in Alaska.
4. Three (3) years’ experience of project management for infrastructure projects.
5. Three (3) years of supervisory experience.
6. Five years’ experience and proven proficiency in managing multiple program budgets preferred.
7. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements and State of Alaska background check.
Knowledge, Skills and Abilities:
1. Thorough knowledge of the principles and practices of economic/business development strategies, program administration and resources including methods for addressing climate change, green energy, business attraction and retention.
2. Ability to research and analyze the economic feasibility of local community and business development projects.
3. Demonstrated ability to collaborate with other departments, outside partners and tribes to advance organizational projects and goals.
4. Knowledge of and ingenuity in methods of financing projects, Requests for Proposals and principles of grant writing, application and administration.
5. Understanding of state and federal funding for tribes and tribal consortiums.
6. Background in leadership, management, budget oversight and supervisory experience.
7. Demonstrated experience to complete time-sensitive and/or high-profile projects through collaboration, consensus and creativity. Can perform accurate and timely work in an organized and efficient manner with minimal direction, sometimes under stressful situations, with multiple interruptions and short deadlines.
8. Excellent written, verbal, analytical, organizational, public presentation and interpersonal skills.

Physical demands: There are no unusual demands of the position; requirements are those of normal office type work with extended hours of sitting and operation of standard office and computer equipment. Job incumbent may be required at times to lift up to 25 pounds. Job incumbent must be able to work under frequent deadlines. Must be able to work efficiently and effectively in a busy and sometimes stressful environment. Travel to rural Alaska communities may be required to include travel by small aircraft, boat or ATV.
